PurposeThis research attempts to reveal ways of addressing challenges in open universities related to empowering lifelong learning; establishing policies and strategies in dropouts, student portfolio and support services for students with special needs; and implementing online instructional design and strategies. Two institutions were investigated, namely National Open University (NOU) Taiwan and Universitas Terbuka (UT) Indonesia, both founded in the 1980s to serve lifelong learners with diverse backgrounds and needs. This study was aimed at understanding good practices and challenges for improvement for the two open universities in those areas being investigated.Design/methodology/approachThis research was qualitative using document analysis along with focus group discussions and interviews with administrators, academic staff, students and alumni to collect data for analysis.FindingsLifelong learning is the necessity of individual in societies for continuing professional development through enabling access to quality university education. Open universities have been tasked to cater for lifelong learners using non-traditional approaches, new technology and adapting to online learning and teaching in digital age. This research was exploratory, and the findings were expected to improve understanding of lifelong learning in open universities, particularly in NOU and UT.Practical implicationsFindings of this research are relevant to open universities to enhance its missions and define its possible new roles to serve lifelong learners.Originality/valueThis research reveals the roles of open universities in lifelong learning and enhances understanding of open universities that have a wide range of responsibilities in offering programs and courses to accommodate lifelong learners.

The research is aimed at the potential of the professional architectural education and solving one of the important problems of society-creating conditions for maintaining health and social rehabilitation of older people. The experience of universities, public organizations, museums in Europe and North America was analyzed. Six types of strategies of these organizations were identified. They were differing in the degree of development of social and professional communications. The most interested in developing supplementary architecture and art education for older people are Colleges of Arts and Art museums. In the first case, the communication's basis of the Colleges is there interest in the public appreciation of new art works. In the second case, the social missions of the Art museums. At the final stage, the sociological study of the attitude towards these programs among the participants of the Moscow Mayor's Project "Moscow Longevity" had been done. It showed that the most attractive for 3-d age people was the opportunity to visit the Moscow Architectural Institute-an architectural monument and communicate with professors.

Higher education institutions and organizations have new opportunities thanks to digital technologies. Universities worldwide seek to provide the most outstanding available student services, particularly those that promote student achievements in their program objectives. The World Wide Web, in particular, has advanced Internet-based information technology, dramatically impacting all types of education delivery. Therefore, it has rapidly expanded the Open and Distance Education (ODE) system. This study aims to evaluate the performance of the higher institutions’ ODE websites within 5 main criteria (Navigation, Accessibility, Design, Content Readability, and Announcements) and 20 sub-criteria. The case study has taken place in Türkiye, and the institutions available for the study were Anadolu University ODE; Ankara University ODE; Ataturk University ODE; Istanbul University ODE. This paper utilized two Multi-criteria Decision Making (MCDM) techniques: Fuzzy Analytical Hierarchy Process (Fuzzy AHP) and Fuzzy Weighted Aggregated Sum Product Assessment (Fuzzy WASPAS). The criteria were determined with the help of the literature, which was searched, then categorized and weighted with Fuzzy AHP. The evaluation step in the process was conducted with Fuzzy WASPAS to select the best-performed alternative ODE websites. According to research findings, Design is the essential criterion, followed by Accessibility, Content Readability, Announcement, and Navigation criteria. Our research identified and recommended the development areas for further research and proposed theoretical and practical implications as well as managerial decisions to be considered for the ODE website improvements.
