There has been an important global interest in Open Science, which include open data and methods, in addition to open access publications. It has been proposed that public availability of raw data increases the value and the possibility of confirmation of scientific findings, in addition to the potential of reducing research waste. Availability of raw data in open repositories facilitates the adequate development of meta-analysis and the cumulative evaluation of evidence for specific topics. In this commentary, we discuss key elements about data sharing in open repositories and we invite researchers around the world to deposit their data in them.

Open Government Data (OGD) portals are considered of significant national importance towards transparency and accountability improvement. The continuous publication of data in OGD portals introduces the need for highquality data and the qualitative portal itself. This paper aims to address the data quality issues through a framework composed of several components aimed at measuring and monitoring the OGD portals in an automated way. Through this proposed framework, is intended to monitor and evaluate OGD quality, respectively OGD portals, and to show their progress/regress based on accumulated scores for different periods. The advantage of the proposed framework is the compatibility with any OGD Portal due to its flexibility of integration. The integration interface consists of only a few basic metrics but is necessary that almost the OGD portal possesses and can produce very compressive results. The other advantage is the possibility of extraction of collected data for further analysis and the introduction of artificial intelligence (AI) for prediction purposes to point out how the OGD portals will stand in the next period.

Research background: The publication of data in Germany introduces a paradigm shift in public administrations. The data silos of the administrations are thus being opened up piece by piece. There are many possible applications for these data. Optimized location determination for trade, production, and services is one of these many possible applications. It has been shown that the provision of open data can achieve economic effects and set value chains in motion. The value creation effects can arise directly, indirectly, or downstream. Public data can thus become a relevant location factor for regions and cities. Purpose of the article: The various implications of opening up data in context with location determination will be examined in this article. This will be done from an economic perspective, highlighting the positive externalities of open data. Methods: The published data of administrations will be analyzed based on a German data bank of 12,020 datasets concerning their relevance for determining location. For this purpose, hard and soft location criteria will be defined in advance. Findings & Value added: The result of the study will be a newly developed publication strategy for German public administrations on location criteria. With the help of this publication strategy, open data should function as a location advantage and initiate value creation effects.
