Community colleges serve the most diverse student population with regard to age, race and ethnicity, and socioeconomic status. These characteristics mirror those of students who enroll in career and technical education (Bragg, 2001, 2014) and online courses (Aslanian & Clinefelter, 2013). Yet only a handful of studies have been conducted about online technical education in community colleges. Given the continued growth in online education (Allen & Seaman, 2015; Lokken & Mullins, 2015), increasing use of technology in the classroom, and the emphasis on career and technical education (CTE) as a means of increasing degree production, more information is needed about how online education is being used to provide or enhance CTE. This qualitative study examined how online courses and course elements are integrated into career and technical education courses and how those changes were experienced across the college. Results of this study indicate that despite the continued growth of online education, colleges need to work with faculty and staff to determine where and how that growth best fits with institutional mission and goals; the hands-on aspect of CTE courses complicates the development process.

The National Research Center for Career and Technical Education (NRCCTE) had a unique status among federally funded research and development center in education. Its funding was authorized by the federal legislation for career and technical and administered by the Office of Vocational and Adult Education, not the Institute for Education Sciences. This paper reviews the origins of the NRCCTE and the process that led to its unique status. The National Center was originally authorized by the Education Amendments of 1976 and reauthorized by the four Perkins acts. The responsibilities of the Center set forth in each of these acts are presented. The paper concludes with an overview of the program of work conducted by the National Research Center at the University of Louisville.

This study examined community and institutional factors that influence offering online workforce development programs in community colleges. The study included a random sample of 321 community college in the United States. Findings conclude that colleges operating under statewide governance structures and in states with more highly centralized statewide practices have more online occupational programs than other types of institutions. In addition, student racial demographics factor into online course offerings. Institutions with higher percentages of White students are more likely to offer online occupational programs. These findings illustrate a potential need for additional online program development in colleges with larger percentages of students of color and raise questions about how states with decentralized systems can increase educational access by facilitating additional online workforce development programs.
