One Without the Other? Behavioural and Incentive Policies for Household Waste Management

Abstract: Abstract. This paper provides a review of economic studies that analyses the use of multiple policies to cope with waste management problems. We discuss the factors that influence selective sorting behaviour, and the most appropriate policies for their promotion. Based on the works analysed, our survey shows the original features of waste as an environmental problem requiring regulation. The traditional approach in which decisions respond to rational behaviour, particularly cost savings, has some limits. Altho… Show more

“…In other words, individuals tend to dispose waste illegally when their attitude toward such behavior is more favorable and/or when they perceive that they have more control of the behavior. Individuals may have had a favorable attitude toward illegal disposal due to a lack of awareness or ignorance about the environmental and/or legal consequences of the illegal municipal waste disposal [46,47]. To reduce this attitude, it is important for our government to raise the public awareness of proper waste disposal and their eco-responsibility through education.…”

“…Environmental sanctions, employed in the context of environmental policy, prove to be an appropriate deterrent in Germany (Almer and Goeschl, 2010). Specific policies could be helpful in the promotion of recycling behavior (Kirakozian, 2016) and even the advice and threat of sanction increase cooperation (waste management) in the beginning, but the effect disappears as soon as the sanction is applied (Festré et al, 2017).…”

“…For example, Burns et al [22] analyzed incentive subsidies from the economic and financial perspective and stated that they could bring great potential to the solar photovoltaic market. Kirakozian et al [23] believed that the influence of emotional factors and social interactions should also be considered in the process of formulating incentive policies. Scholars also established a welfare policy network to establish the core position of the policy in the decision-making process and achieve the goal of supporting policy formulation [24].…”
