This article gives a comprehensive overview of recent Spanish National Research Council (CSIC) publications available in Open Access. With a focus on research articles from the last decade (2008–2018), this work aims to fill the gap in previous studies about publishing trends and impact monitoring of publications by researchers from the Spanish National Research Council. Evolution and main trends of Green and Gold Open Access routes at CSIC are addressed through a close insight into DIGITAL.CSIC repository and institutional Open Access Publishing Support Programme. The article draws on major conclusions at a time when an institutional Open Access mandate has just entered into force. The article also relates findings about performance of institutional Open Access Publishing Initiative and total volume of CSIC articles published in Open Access with an estimation of overall costs on article processing charges during these years. Furthermore, the data serve as a basis to make preliminary considerations as to opportunities to move from a subscription-based model to one fully aligned with Gold Open Access publishing. The data analyzed come from a variety of sources, including public information and internal records maintained by the CSIC E-resources Subscription programme, DIGITAL.CSIC and data retrieved from GesBIB, an internal, in-house development tool that integrates bibliographic information about CSIC publications as well as data from several external APIs, including Unpaywall, DOAJ and Sherpa Romeo.

Open access mandates are setting standards on how to publish open access, as well as indicate the timeframe in which these goals are supposed to be reached. Parallel to the OA development, taken up both nationally as well supra-nationally, European and thus also Dutch academics are confronted with an increasing pressure to cooperate scientifically with European partners, via the consortia obligations expressed via for example EU funding instruments such as those under the more recent Framework programmes. In this study, the question arose to what extent Dutch output was directly under the Big deals, that means, a situation in which any publication with a Netherlands based author as corresponding author was involved, would get OA format published. The choice for corresponding author was a second best approach, as the preferred choice for this analysis would have been submitting author. In this analysis, also scientific cooperation was considered as an important element of the way output was created, and how that linked to OA publishing. The main research question here is: to what extent is the Dutch OA mandate hindered by EU policies to increasingly work together internationally for EU scientists?

We studied journal articles published by researchers at all eight New Zealand universities in 2017 to determine how many were freely accessible on the web. We wrote software code to harvest data from multiple sources, code that we now share to enable others to reproduce our work on their own sample set. In May 2019, we ran our code to determine which of the 2017 articles were open at that time and by what method; where those articles would have incurred an Article Processing Charge (APC) we calculated the cost if those charges had been paid. Where articles were not freely available we determined whether the policies of publishers in each case would have allowed deposit in a non-commercial repository (Green open access). We also examined citation rates for different types of access. We found that, of our 2017 sample set, about two out of every five articles were freely accessible without payment or subscription (41%). Where research was explicitly said to be funded by New Zealand’s major research funding agencies, the proportion was slightly higher at 45%. Where open articles would have incurred an APC we estimated an average cost per article of USD1,682 (for publications where all articles require an APC, that is, Gold open access) and USD2,558 (where APC payment is optional, Hybrid open access) at a total estimated cost of USD1.45m. Of the paid options, Gold is by far more common for New Zealand researchers (82% Gold, 18% Hybrid). In terms of citations, our analysis aligned with previous studies that suggest a correlation between publications being freely accessible and, on balance, slightly higher rates of citation. This is not seen across all types of open access, however, with Diamond OA achieving the lowest rates. Where articles were not freely accessible we found that a very large majority of them (88% or 3089 publications) could have been legally deposited in an institutional repository. Similarly, only in a very small number of cases had a version deposited in the repository of a New Zealand university made the difference between the publication being freely accessible or not (125 publications). Given that most New Zealand researchers support research being open, there is clearly a large gap between belief and practice in New Zealand’s research ecosystem.
