Since the reform and opening up, China has been embedded in global economy. As one of the fastest developing regions, the Pearl River Delta in South China has rapidly developed from an agriculture-based region to a world factory and is subsequently becoming a global innovation center. In the process of rapid development of globalization, marketization and decentralization, how the planning theory and planning concept are applied in this region? And how does the planning adapt to the needs of development to do the space regulation? This paper combs the previous regional plannings of the Pearl River Delta, analyzing how to effectively guide and reshape the sustainable development space under the background of land and space disorder. Four key conclusions emerge from this review. First, the concept of planning has been developing from incremental planning to stock planning. Second, there is a transformation of planning contents that is from building of an economy-oriented production space like industry park planning, to improving quality of the living space and providing environment-friendly ecological space such as greenway planning and quality living circle planning. Third, the upgrading of planning technological means is reflected in the change from expression of concept articles to visualization of big data. Fourth, it shows an obvious change from rigid governance to flexible and multi-scale governance.

The article analyzed the spatial division of industries of the Pearl River Delta (PRD) in the 1990s, a period that witnessed the deepening of the reform and opening policies and continued rapid development of the region. By adopting the index of specialization, the extent of specialization, its change and its spatial distribution in the region are measured and demonstrated.The research revealed that, despite the trend of more balanced development of the secondary sector between the PRD and the rest of the province, in the PRD, it is the unbalanced development that dominated and the spatial division of the secondary sector has been shaped. The tertiary industry has also been experiencing unbalance development and the spatial division of the tertiary sector~has been emerging, its extent of concentration appearing even more evident than that of the secondary sector. The author also discussed the linkage between the spatial division of the two sectors. In the end of the paper, the trends of the spatial division of the industries in the PRD are forecasted.

From World Factory to Global City-Region: The Dynamics of Manufacturing in the Pearl River Delta and Its Spatial Pattern in the 21st Century

Since the 21st century, the PRD has gradually been transforming from a world factory to a global city-region. Based on the manufacturing and urban economic data, this paper uses the upgrade (UPG) index of industrial structure, comparative advantage and economies of scale to evaluate the development level of manufacturing in the PRD from 2000 to 2019. Through geographically and temporally weighted regression (GTWR), this paper measures the impact of four types of components (R & D, service economy, production capability and foreign investment) on the development of manufacturing in different periods. The results show the disharmony between the scale, structure and quality of the manufacturing in different cities. The impact on the manufacturing from R & D has spatiotemporal differences; the impact of foreign investment on the west coast cities of PRD is stronger than that of the east coast cities with varied impact mechanisms. The impact of the service economy is strong in sub-core cities. The impact of production capability has a transmission effect from core cities to the sub-core cities, indicating the manufacturing subdivision of function within the region. By 2019, The PRD has gradually transformed into a dual-core structure and the two cores have differentiated development paths.
