The development of the tourism sector has been a question of strategic importance for Hungary, a small, open economy with limited natural resources. At the same time, these efforts often generate considerable environmental conflicts, decreasing the sustainability of the environment. To understand the potential methods of sustainable tourism development, and to develop the optimal policy, it is essential to clarify the actors, their systems of interest and the potential ways of forging coalitions between them. The article presents an analysis of two case studies of rural tourism development: the "softening" of tourism at the most important touristic attraction in Hungary, Lake Balaton; and the conflicts arising from wine tourism development. Based on institutional economics, principle-agent theory and strategic management, and applying the MACTOR method, the authors identify the key actors, present the network of their mutual influences and goals, determine the most important conflicts and highlight the potential coalitions between them from the point of view of sustainable rural tourism development, as well as ways to further develop the regulatory environment. Based on this analysis, the article proves: (1) the importance of the modernization and reorganization of the public administration structure, focusing on optimal utilization of resources, as opposed to attaching to traditions; (2) the importance of forming clusters of different partners; (3) the strengthening of the knowledge base of decisions concerning sustainable tourism management; and (4) increasing conscious planning, based on the inclusion of different interest groups and long-term prognoses in local decision making, minimises the environmental burden of tourism.

The purpose of this study is to uncover the principal-agent behavioural problem caused by conflicts of interest. The focus of this research is to find answers to behavioural problems that occur between principal and agent in the village fund management institutions. The method design uses an interpretive paradigm approach by applying a principal-agent theory based on interests. Research approach through qualitative methods by conducting in-depth interviews with several competent speakers on village fund management institutions and Sumbawa cultural experts. The research shows that there are conflicts of interest in the use of village fund by agent who behave opportunistically and weaken the agent confidence in him, leading to self-behaviour, legalized fraud and conscience and powerlessness of agent in fund management institution. The solution of the problem of use can be overcome by the Sumbawa approach of cultural value, namely the behaviour of the improvement village in terms of mutual respect value and mutual trust value. It is also strengthened by the goal to safety value and value of justice and value of balance in the value system of balancing cultural Sumbawa to improve institutionally the relations between village communities and village leader. The conclusion of this research shows that the problem of conflict of interest in the management of village fund facility can be overcome by using the Sumbawa cultural value in strengthening the role of the village fund management institution.

RESUMOApesar de ter-se observado a urbanização mundial, áreas rurais representam um importante campo de pesquisa. Desse modo, o desenvolvimento rural é visto como algo positivo, que envolve diferentes grupos de atores, que participam e compartilham informações em prol de obtenção de resultados positivos. Este tema tem cada vez mais chamado a atenção de pesquisadores que buscam analisar as suas principais características. Diante disso, este trabalho teve por objetivo identificar a evolução histórica das publicações acerca do desenvolvimento rural. Para tanto, realizou-se uma análise bibliométrica dos artigos disponibilizados na base de dados Scopus, que atendiam aos critérios de busca previamente definidos. Examinou-se assim, padrões de publicações, quanto à evolução temporal destes estudos, as principais revistas onde estão publicados, bem como, os autores mais produtivos, suas instituições e seus países de origem. Os achados do estudo permitem concluir que o número de artigos apresenta uma evolução crescente, cujos países dominantes nestas pesquisas são os Estados Unidos e Reino Unidos, enquanto o Brasil ocupa a 13º na origem dos autores que pesquisam sobre desenvolvimento rural.Palavras-Chave: Desenvolvimento rural; Análise Bibliométrica; Evolução temporal. INTRODUÇÃODesenvolvimento rural configura-se como um assunto que, apesar de pautar distintos debates históricos, por relacionar-se com inúmeras variáveis (políticas, econômicas, culturais, ambientais, sociais, etc.) em diferentes contextos dinâmicos, ainda denota atenção, inclusive da comunidade científica (SHNEIDER, 2004). Aspectos concernentes à maximização do valor natural das terras agrícolas (DESJEUX, 2015) e melhoria das condições de vida da sociedade rural (TULLA, 2017) exemplificam a multidisciplinariedade de tal temática.Após a Segunda Guerra Mundial o termo "desenvolvimento rural" tornou-se foco tanto da política quanto no discurso acadêmico (NAVARRO, 2001). Desse modo, a pesquisa relacionada a esse tema tem sido amplamente realizada com diferentes abordagens. A partir disso, considerando a sua importância, percebe-se uma carência de estudos que tratem da análise bibliométrica sobre desenvolvimento rural, haja vista que este método torna-se conveniente para se obter uma perspectiva do estado, características e as tendências de pesquisa sobre determinado assunto.Com vistas a isso, a investigação realizada teve como objetivo identificar a evolução histórica das publicações acerca do desenvolvimento rural. Para tanto, empregou-se uma análise bibliométrica na base de dados Scopus, cujo portofólio de artigos resultantes foram analisados considerando a distribuição temporal das publicações, autores, periódicos, bem como afiliação, País de origem e área de conhecimento destes.Deste modo, além da introdução, este estudo é composto por outras quatro sessões.
