Ectotherms are predicted to ‘shrink’ with global warming, in line with general growth models and the temperature-size rule (TSR), both predicting smaller adult sizes with warming. However, they also predict faster juvenile growth rates and thus larger size-at-age of young organisms. Hence, the result of warming on the size-structure of a population depends on the interplay between how mortality rate, juvenile- and adult growth rates are affected by warming. Here, we use two-decade long time series of biological samples from a unique enclosed bay heated by cooling water from a nearby nuclear power plant to become 5–10 °C warmer than its reference area. We used growth-increment biochronologies (12,658 reconstructed length-at-age estimates from 2426 individuals) to quantify how >20 years of warming has affected body growth, size-at-age, and catch to quantify mortality rates and population size- and age structure of Eurasian perch (Perca fluviatilis). In the heated area, growth rates were faster for all sizes, and hence size-at-age was larger for all ages, compared to the reference area. While mortality rates were also higher (lowering mean age by 0.4 years), the faster growth rates lead to a 2 cm larger mean size in the heated area. Differences in the size-spectrum exponent (describing how the abundance declines with size) were less clear statistically. Our analyses reveal that mortality, in addition to plastic growth and size-responses, is a key factor determining the size structure of populations exposed to warming. Understanding the mechanisms by which warming affects the size- and the age structure of populations is critical for predicting the impacts of climate change on ecological functions, interactions, and dynamics.

Ringhals kärnkraftverk är en av Sveriges största elproducenter. På grund av intag och utsläpp av havsvatten som kyler processen i kraftverket sker en påverkan på den omgivande kustvattenmiljön. Denna påverkan övervakas och analyseras i det biologiska recipientkontrollprogrammet. Föreliggande årsrapport presenterar resultat av undersökningarna inom kontrollprogrammet för 2022. Fokus i årsrapporten ligger på samhället av fisk och skaldjur, förluster av ägg, larver och yngel i kylvattenvägarna samt förekomsten av främmande arter. I kylvattenintaget utförs under våren två olika årliga provtagningar för att övervaka förlusterna av olika fiskstadier i kraftverket: En provtagning av fiskägg och fisklarver med en Bongohåv, och en provtagning av yngel och juvenil fisk med en modifierad Isaac-Kidd-trål. I ägg- och larvprovtagningen 2022 var de vanligaste förekommande fiskäggen från torsk och de vanligaste fisklarverna från skrubbskädda och tobis (kust-/havs-). Provtagningen i kylvattenintaget efter juvenil fisk och yngel är till stor del fokuserad på fångsterna av glasål (Anguilla anguilla). Fångsterna med Isaac-Kidd-trålen 2022 dominerades av sillyngel följt av klarbult, tobisyngel och glasål. Effekten av utgående uppvärmt kylvatten undersöks genom årliga provfisken på tre lokaler: recipientområdet vid Ringhals, som påverkas av kylvattnet, referensområdet vid Vendelsö, som är opåverkat av kylvatten, och området vid Norra Horta, som är delvis påverkat av kylvattnet. Provfisket genomförs två gånger per år, under april och augusti. För 2022 var skärsnultra generellt den vanligaste fiskarten vid provfisket, förutom under april i referensområdet där stensnultra var vanligast. Generellt var förekomsten av varmvattengynnade arter högre i recipientområdet och förekomsten av kallvattengynnade arter högre i referensområdet. Totalfångsten av strandkrabba var hög i samtliga lokaler och fiskeperioder, med kulmen i recipientområdet i augusti. Området kring renshusledningens utlopp undersöktes med ROV (Remotely Operated Vehicle) för att visuellt inspektera påverkan på botten. Utsläpp och sedimentation av skaldelar från musslor och krabbor har även i år minskat till följd av relativt lågt kylvattenflöde. För att undersöka eventuell förekomst av invasiva främmande arter genomfördes en dykkartering i fem områden utanför kraftverkets kylvattenutsläpp. Sammantaget för de fem områdena observerades det sex invasiva främmande arter av alger (rödsvansing, japantofs, japanplym, agaralg, japansk sargassotång, och grönalgen klykalg) samt en främmande djurart (stillahavsostron). Utöver dykkarteringen så hittades även blåskrabba under provfisket i april. Samtliga främmande arter är kända på svenska västkusten sedan tidigare.

Policy Integration for Sustainable Transport Development : Case Studies of Two Swedish Regions

It has been argued that for the management of complex issues such as sustainability, which transcend traditional policy sectors and require coordination between several different interests and actors, policymaking depends upon collaboration and integration processes between different sectors and tiers of government. The overall aim of this thesis is therefore to study how and why (or why not) policy integration processes are being developed in regional policymaking and what this means for the achievement of sustainable transport. The thesis consists of two separate qualitative case studies of policymaking in two Swedish regions, one representing a least likely case and the other a most likely case of policy integration. The focus has been on the organizational actors involved in policymaking processes for the regional transport system. For the general discussion the theoretical framework of policy integration, complemented by the analytical concepts of policy logics, organizational identities and boundary object are used. The findings are presented in four articles. An overall conclusion is that policy integration processes do not necessarily result in policy for sustainable transport. If policy integration becomes a goal in itself and the same as joint policy, it risks neglecting sustainable values and becoming the smallest common denominator that a number of actors can agree on. For developing sustainable transport solutions, collaboration for the coordination of policy may be beneficial, but the aim of such processes should not be joint policy.Keywords: policy integration, sustainable transport, region, policy, planning, public administration, institutional logics, organizational identity, boundary object, Sweden 5 SAMMANFATTNING Svensk titel: Integration av policyprocesser mellan sektorer och nivåer för hållbar transportutveckling -två fallstudier av svenska regioner För att beslut och riktlinjer ska kunna utformas så att de leder till lösningar av komplexa frågor, såsom hållbar utveckling, anses de behöva hanteras i samverkan mellan flertalet berörda sektorer och beslutsfattande nivåer. Det är dessa samverkansprocesser, beskrivna som integration under policy processer, som den här avhandlingen analyserar. Syftet är att studera om och hur integrerade regionala policyprocesser förekommer, hur de utvecklas samt deras betydelse för att åstadkomma ett hållbarare transportsystem. Detta undersöks genom kvalitativa fallstudier av två olika svenska regioner som representerar ett minst och ett mest troligt fall av integration av policy. Fallstudierna görs i regionerna Stockholms län och Västra Götalands län. Dessa två fall representerar dessutom två helt olika typer av regionala organisationer, vilket gör att de utgör underlag till, inte bara en diskussion om hållbara transporter, utan också om utvecklingen av den svenska regionala förvaltningsnivån.
