OECD Health Care Quality Indicator Project. The expert panel on primary care prevention and health promotion

Abstract: This project represents an important but preliminary step towards a set of measures to evaluate and compare primary care quality. Further work is required to assess the operational feasibility of the indicators and the validity of any benchmarking data drawn from international comparisons. A conceptual framework needs to be developed that comprehensively captures the complex construct of primary care as a basis for the selection of additional indicators.

“…In order to select indicators for BSC, a multistage modified Delphi consensus process developed by RAND (Marshall et al, 2006) was used. “…Experts recommend 20-minute physical exercise at least 3 times a week to adolescents and 30-minute daily physical activity to adults (National Center for Health Statistics, 2012). As shown by the results of analyses of the indicators of the quality of primary healthcare and health needs performed by a group of experts from 9 OECD countries, physical activity has been classified in the health promotion group together with five other indicators (Marshall et al, 2006).…”

“…Joint Commission International standards are universally recognized as the gold standard for international accreditation and were developed to assess quality and safety of healthcare in a wide variety of health care settings (Joint Commission International, Joint Commission International Accreditation Standards for hospitals, 2007). The standards take into account that hospitals in many developing countries do not yet function at the level of U.S. hospital standards; and therefore, are less stringent in evaluation criteria (Marshall et al, 2006). The standards have been adapted for the international community and designed to be culturally applicable and compliant with laws and regulations outside the United States (Timmons, 2007).…”

“…JCI standards were developed for use within a specific population of health care organizations, and included public hospitals in developing countries. The standards take into account that hospitals in many developing countries do not yet function at the level of U.S. hospital standards; therefore, they are less stringent in evaluation criteria (Marshall et al, 2006).
