Public sector organizations are an integral part of globally growing changing societies characterized by rapid technological and digital development. Digitization and external factors of constant pressure impose high standards for organizational performance, which does not exclude the public sector, which inevitably has to follow global and social realities. In this context, leadership is a key issue of organizational success and stabilizing influence on human resources that initiates and mobilizes forces for effective strategic development, whereby authentic leadership, innovative solutions and divergent thinking lead to constructivism in the public sector. The development of the concept of modern management of the public sector depends on the quality of work and organization, which is directly related to the degree of applied management patterns in public administration. Also, transformational leadership as a commitment and standard, along with the introduction of changes and knowledge management, becomes a reform opportunity for transitional societies and developing countries. After the acquisition of candidate status of Bosnia and Herzegovina in the process of joining the European Union, the professionalization of the civil service remains a reform priority in the field of human resource management, and this paper will focus on the advantages and reform significance of transformational leadership, introduction of changes and knowledge management in public administration.

Business Friendly Certification South-East Europe (BFC SEE) is a unique program for improving the quality of services in municipalities in the region of South-East Europe, which is available to companies and potential investors. BFC SEE provides the top management of municipalities with a clear roadmap on how to create a favorable business environment and introduce internationally recognized standards of efficient and transparent local administration. For investors looking to invest or expand their business in Southeast Europe, BFC SEE serves as a standardized tool for assessing local business conditions, indicating which municipality in the region provides the best investment climate. The problem that will be addressed in the paper is focused on analyzing the effects of the introduction of standards and determining the justification of their application in local self-government units in order to improve the organization of business and quality of service provision. The goal of the research is to examine how quality management using the BFC SEE standard affects the creation of a favorable business environment and the increase in the number of business entities in local self-government units. In the framework of this research, important aspects related to the attitudes of the top management of local self-government units are questioned regarding their perception of the importance of standards and improvement of business processes that determine the attractiveness of the business environment. The research sample will include at least 50% of the local self-government units that have implemented the specified standard in the Federation of Bosnia and Herzegovina.

This paper investigated the opportunities for public sector improvement by digitalization Financial Management and Control (FMC) system in the Western Balkans (WB) countries. Optimizing business processes within public sector through the digitalization of the FMC system offers opportunities for public sector improvement. The idea is to analyze the existing legal solutions on FMC system in the WB countries and evaluate the current level of digitalization of the system to find the abilities for improvement FMC. The data obtained through an interview with management persons in the Ministry of Finance of the WB Countries and key experts who worked on behalf of the EU as expert consultants on EU-funded projects. Also, we use secondary data collected by exploring literature and OECD reports. Since the database is limited, we use descriptive statistics to analyze the data and the case-study method. The digitalization of the entire system presented only at the entity and state level in Bosnia and Herzegovina. The research showed that the development of a quality FMC system can be enabled by the digitalization of the entire system. The main contribution of this paper is its focus on digitalization of FMC system, since there is limited research paper on this subject.
