O Pacto Nacional pela Alfabetização na idade certa - PNAIC: entre méritos e críticas de uma política educacional

Abstract

This text is an essay about the National Pact for Literacy at the right age (PNAIC, in Portuguese), and aims to critically analyze this program as a Brazilian federal policy of literacy teacher's formation. On one hand, this article searches to point out some of the program's merits; on the other hand, it intends to point out some contradictions, considering mainly the institutional evaluation instruments related to this policy. By taking as references the program formation axes, as well as the elements singled out by UNESCO as configurators of a school that offers good conditions for quality of teaching and learning, and finally the intra and extra-curricular inequality configurator elements, all of them mainly based on studies and theoretical articles of Romualdo Portela de Oliveira, this article indicates the need for studies and evaluation research of PNAIC impacts in the specific context of the schools where the educational practices take place. It finishes by highlighting the necessity of reflecting on the limits and effectiveness of the program, together with possible remaining demands on educational policies for realization of children in literacy process's learning rights.
