Climate change and biodiversity loss trigger policies targeting and impacting local communities worldwide. However, research and policy implementation often fail to sufficiently consider community responses and to involve them. We present the results of a collective self-assessment exercise for eight case studies of communications with regard to climate change or biodiversity loss between project teams and local communities. We develop eight indicators of good stakeholder communication, reflecting the scope of Verran’s (2002) concept of postcolonial moments as a communicative utopia. We demonstrate that applying our indicators can enhance communication and enable community responses. However, we discover a divergence between timing, complexity and (introspective) effort. Three cases qualify for postcolonial moments, but scrutinising power relations and genuine knowledge co-production remain rare. While we verify the potency of various instruments for deconstructing science, their sophistication cannot substitute trust building and epistemic/transdisciplinary awareness. Lastly, we consider that reforming inadequate funding policies helps improving the work in and with local communities.

Climate change impacts create survival challenges for local people in the coastal areas of Bangladesh. Government responses are typically exercised through top-down adaptation governance structures reflecting a neo-colonial perspective, evident in externally funded water development projects such as the Flood Control, Drainage and Irrigation (FCDI) scheme. Problematically, this form of donor ‘climate coloniality’ creates novel ecological debts that in turn increase localised socio-economic vulnerabilities. These vulnerabilities are concentrated within marginalised, poorer groups, although the attendant impacts of one climate-related ecological debt, waterlogging, are not widely understood. Two critical research questions emerge from this context: (i) in what ways does waterlogging impact marginalised groups in coastal regions?; (ii) how could adaptation institutions be decolonised to reduce resultant vulnerabilities? Primary data from research conducted in Jessore District in south western Bangladesh is utilised in answering these questions. The findings show that marginalised groups disproportionately endure the impacts of historically path dependent, climate-related ecological debts through multiple vulnerabilities such as declining crop production, loss of domestic animals and income, unemployment, price hikes for daily essentials, gendered inequalities and increasing crime, primarily resulting from their exclusion from adaptation decision-making. In response to this neo-colonial perspective, such structural domination needs to be challenged by decolonizing adaptation institutions through the integration of recognition and procedural justice interventions. Decolonized institutions based on this justice perspective could provide a governance space for recognizing local community voices related to coastal ecosystems and agricultural practices.

Pese a la centralidad que tiene la energía en las condiciones civilizatorias actuales, la forma en que los procesos espaciales se retroalimentan de los sistemas energéticos e influyen en su capacidad de transformación no ha sido un punto focal para los análisis geográficos. La capacidad del ser humano de apropiarse de cada vez más energía está en su naturaleza, condicionando las dinámicas espaciales, los procesos metabólicos y las relaciones de poder. Si la explotación de recursos biológicos en el territorio más inmediato ha sido la forma predominante de las sociedades precapitalistas, las energías fósiles habilitarían grandes cambios sociales hacia la conformación de una red proteiforme más compleja y energívora (voraz de energía). Este incremento continuo del consumo de energía, más que un proceso físico, es un indicador social, político, económico y cultural. Por ello, consideramos valioso incluir la dimensión energética en los estudios geográficos, sobre todo en un contexto de fuerte cuestionamiento al modelo de desarrollo imperante. A partir de identificar tres grandes períodos históricos: la era precapitalista, el capitalismo industrial del siglo XIX, y el capitalismo financiero del siglo XX, este trabajo se propone explorar cómo la reconfiguración de los patrones socio-espaciales ha estado atravesada por la energía en sus diferentes formas y dimensiones, y viceversa. En última instancia, busca deconstruir el concepto de energía y revelar los intereses y el sesgo ideológico que carga, con el objetivo de responder ¿cuál es el rol de la energía en la teoría geográfica? ¿Qué relación tiene la energía fósil con el capitalismo?
