Not just financial support? Another role of public subsidy in university–industry research collaborations

Abstract: Management of university-industry research collaboration (hereafter UIC) is the key to its success. In this respect, government can play an essential role in UIC. A public subsidy for research and development (hereafter R&D) is not only an important financial support for UIC but may also serve as a useful means of promoting trust among UIC members, resulting in higher innovation performance. However, few empirical studies have investigated the role a public R&D subsidy plays in promoting trust in UIC. To this … Show more

“…Consistent with the previous experience in this field, the role of the Cluster "Navtec" in this field is twofold: first, it supports firms, helping them to access public subsidies; secondly, it fosters interaction and cooperation of partners on R&D activities [118]. In both cases, the network is an instrument that is able to overcome some limitations of each firm, rendering the investments carried out more effective.…”

“…The fact that the regional universities and the National Research Council (CNR) joined the network, thanks to their reputation and to knowledge-based nature, attributed a particular feature to the cooperation. Thus, as emerged in literature, their participation can produce positive effects in terms of efficacy of the OI process [119] whilst increasing trust among partners [118].…”

“…Innovation is not only the internal efforts of enterprises, but also the use of external resources to replenish the internal innovation efforts [37]. Cooperating with other organizations helps enterprises to achieve breakthrough innovation and improve the success rate of innovation [38][39][40].…”

“…In the case of university-industry collaboration, public grants were shown to provide incentives for trust building among the partners, and to influence the extent of development of new products or processes that are the direct outcomes from collaboration (Okamuro and Nishimura 2015 ), and the ability to gain knowledge and rent spillovers (Nishimura and Okamuro 2016 ). Hence, public sponsored university-industry collaboration is expected to permit the co-existence of university motivations to access research funds to complement their research activities and to maintain/build their research networks for future collaboration (Lee 1996 , 2000 ; Perkmann and Walsh 2009 ; D'Este and Perkmann 2011 ), and of industry motivations to complement and co-fund their research agenda (Balconi and Laboranti 2006 ).…”
