Normative aspects of climate adaptation policies

Abstract: Adaptation to climate change is a complex process of societal change and should be studied as such. Attention to issues of climate adaptation has increased considerably over the past few years. Until now, less attention has been paid to questions concerning normative issues of societal change. In this paper we will address three important questions on the normative level: (a) What kind of legal and policy principles should public and private actors take to heart when formulating and implementing adaptation mea… Show more

“…In spite of inherent long-term uncertainties, decisions about adaptation strategies need to be taken or prepared now (Burton et al, 2007). An important choice, therefore, is whether to act in a more precautionary manner or wait for more scientific evidence about the impacts of climate change or the projected harm (Driessen & van Rijswick, 2011;Jordan et al, 2010).…”

“…(Mickwitz 2003, 419) Various strategies and public policy instruments have been applied by governments, such as the widely used instrument of regulation (Bovens,'t Hart, and van Twist 2007;Driessen and Van Rijswick 2011;Taylor et al 2012). Although scholars have proposed several classifications of instruments, in this section we will present a classification in three main categories as proposed by Vedung (1998) and since then frequently applied by, for example, Grazi and van den Bergh (2008) and Weiss (2000).…”

“…We acknowledge that there are also normative reasons for assessing residents' roles in climate change adaptation. For instance, one may find that democratic legitimacy requires residents to be able to co‐decide about issues in which they have a stake (Adger et al , ; Driessen and Van Rijswick, ). Such normative considerations fall beyond the scope of this paper.…”
