In an effort to improve the channel utilization of a warship combat system (WCS), it is necessary to control and manage the large volume of video traffic by considering a strong self-similarity characteristic. We propose a new video traffic management method for the WCS that smooths the traffic of the closed-circuit television surveillance system (CSS) video and encodes the electro-optical tracking system (EOTS) video with low complexity in real time. First, to achieve global and local traffic smoothing for the CSS video traffic, a proper bandwidth allocation interval and a minimum bandwidth for the CSS video traffic must be determined. Second, due to the increased available bandwidth after traffic smoothing, more elaborate low-delay encoding is accomplished by selecting encoding modes adaptively to compress the EOTS video efficiently with high visual quality. The experimental results demonstrate that the proposed method is able to control the WCS traffic to be as flat as possible and to encode the EOTS video with low delay, even in combat and emergency scenarios. Hence, we show that to migrate to network-centric warfare successfully, the proposed method is much more suitable for the WCS than conventional video traffic management.

This work addresses the problem of tracking targets behind the wall using through-the-wall radar. To that end, the wall reflection, i.e., clutter, must be eliminated first because it interferes with the subsequent image formation operation. The low-rank of the clutter and sparseness of the useful signal are utilized to devise a joint low-rank and sparse framework to simultaneously suppress the clutter and recover the target returns, where alternating direction method of multipliers (ADMM) approach is developed to solve the corresponding optimization. After that, an effective observation window scheme is proposed to detect the target and further to facilitate the tracking process.The tracking is finally provided by Kalman filter and particle filter. The numerical studies are provided to demonstrate that the performance of the joint estimation algorithm is superior to that of other methods in terms of clutter removal and tracking accuracy.

Abstract:The ability to detect the presence as well as classify the activities of individuals behind visually obscuring structures is of significant benefit to police, security and emergency services in many situations. This paper presents the analysis from a series of experimental results generated using a through-the-wall (TTW) Frequency Modulated Continuous Wave (FMCW) C-Band radar system named Soprano. The objective of this analysis was to classify whether an individual was carrying an item in both hands or not using micro-Doppler information from a FMCW sensor. The radar was deployed at a standoff distance, of approximately 0.5 m, outside a residential building and used to detect multiple people walking within a room. Through the application of digital filtering, it was shown that significant suppression of the primary wall reflection is possible, significantly enhancing the target signal to clutter ratio. Singular Value Decomposition (SVD) signal processing techniques were then applied to the micro-Doppler signatures from different individuals. Features from the SVD information have been used to classify whether the person was carrying an item or walking free handed. Excellent performance of the classifier was achieved in this challenging scenario with accuracies up to 94%, suggesting that future through wall radar sensors may have the ability to reliably recognize many different types of activities in TTW scenarios using these techniques.
