Аннотация: В современных условиях эффективным способом развития российской экономики является активизация инновационной деятельности по созданию наукоемкой продукции, способной успешно конкурировать с зарубежными аналогами. Однако реализация таких проектов является дорогостоящим и высокорискованным мероприятием. Одним из перспективных путей минимизации проектных рисков и привлечения дополнительных инвестиций в данную сферу выступает использование инструментов страхования, которое позволяет минимизировать ущерб от возникновения различных неблагоприятных событий для заказчика, инвестора и разработчика инноваций. В основе страхования лежит необходимость формирования специального фонда за счет уплачиваемых страхователем страховых взносов, определяемых на основе страхового тарифа для конкретного вида страхования, который, в свою очередь, рассчитывается на основе статистических данных (количество страховых случаев, страховая сумма, ущерб при наступлении страхового случая и т.д.). Однако для инновационных проектов достаточно сложно сформировать такую статистику ввиду уникальности разрабатываемого продукта. Для решения указанной проблемы предложен новый подход к формированию статистики для расчета страхового тарифа при страховании продуктовых инноваций, отличающий учетом степени новизны разрабатываемого продукта (в частности, модификационной, улучшающей или радикальной инновации) и основанный на поиске аналогов с применением различных мер сходства объектов. Выбор конкретной метрики осуществляется исходя из типа данных (количественных, категориальных или смешанных) используемых сравнительных признаков. Применение страховщиками предложенного подхода должно повысить доступность страховых услуг для инновационно активных предприятий, что, в свою очередь, позволит повысить привлекательность реализуемых проектов.

One of the promising ways to solve the problem of synthesizing control systems for nonlinear dynamic objects operating under conditions of exogenous uncertainties is the use of methods based on the synergetic principle of target self-organization for control purposes. The paper examines the problem of synthesizing effective control algorithms for a chemical reactor, which is the main element of petrochemical production, subject to the influence of various uncertain factors, when implementing a series-parallel reaction. The goal of the synthesized control system is to ensure a stable concentration of the target component at the output of the reactor under the influence of uncertain disturbances on the object, as well as to transfer the apparatus from one productivity to another (specified) while maintaining the required quality of the target component.

Today the knowledge–intensive industry development is carried out by the programs that combine a set of innovation and investment projects aimed at achieving a single goal and implemented in general constraints. The presence of a larger number of project characteristics (in particular, terms, resources, performers, etc.), which must be taken into account when forming the composition of the program, leads to the formulation of the problem of multicriteria optimization. As its solution, it is proposed to use an algorithm of bacterial optimization, supplemented by a procedure for forming initial positions using fuzzy logic methods.
