Abstract. The Delphi method has been used as a main research method by a growing number of researchers in the Construction Engineering and Management (CEM) field in the past two decades. Although a number of studies are available on the use of Delphi, few researchers fully examine the potential of the Delphi method in the combined use of statistical techniques, which is an inevitable trend for future Delphi research. This paper aims to review the combined use of Delphi and other quantitative methods in the CEM field based on a structured literature review of 88 relevant papers. All of the 88 papers are systematically identified from ten well-known peer-reviewed CEM journals published in the period of 1990-2012. Topic coverage, application requirements, and statistical techniques in the 88 Delphi papers are reviewed. The mix use of the Delphi method with three advanced modelling methods, such as Fuzzy Sets, Analytical Hierarchy Process, and Analytical Network Process is also examined. These review results provide practical references for researchers having interests in applying Delphi method in CEM research.Keywords: Delphi method; Construction engineering and management research; Quantitative perspective; Review IntroductionThe Delphi method is a structured communication and consensus building approach amongst a group of experts on a complex problem (Chan et al. 2001). This method refers to an iterative process where consensus is often reached through rounds of feedbacks of experts' opinion and judgment on a particular subject (Hallowell and Gambatese 2010b). Although sometimes the reliability of the findings derived from a Delphi study may raise some controversy because of the inappropriate design and execution of the Delphi study, such as shortcomings of the survey instrument, poor choice of experts, weak bias control, unreliable analyses, and limited feedback during the study (Gupta and Clarke 1996;Keeney et al. 2001), the Delphi method remains a particularly useful alternative for the situation when objective data are unattainable, there is a lack of empirical evidence, or experimental research is unrealistic or unethical (Hallowell and Gambatese 2010b).As an established profession in the construction industry, CEM is a practice-driven field in nature. Many research questions in this field need to address the impacts of individuals, organizations and the society on construction management activities, particularly those on planning, forecasting and decision making activities (Fellows and Liu 2009). The key to resolve these problems should draw upon the collective knowledge and experience of selected experts in a given area. Target Costing is an effective management technique that has been used in manufacturing for decades to achieve cost predictability during new products development. Adoption of this technique promises benefits for the construction industry as it struggles to raise the number of successful outcomes and certainty of project delivery in terms of cost, quality and time. Target Value Design is a management approach that takes the best features of Target Costing and adapts them to the peculiarities of construction. In this paper the concept of Target Value Design is introduced based on the results of action research carried out on 12 construction projects in the USA. It has been shown that systemic application of Target Value Design leads to significant improvement of project performance -the final cost of projects was on average 15% less than market cost. The construction industry already has approaches that have similarities with elements of the Target Value Design process or uses the same terminology, e.g. Partnering and Target Cost Contracts, Cost planning, etc. Following an exploration of the similarities and differences Target Value Design is positioned as a form of Target Costing for construction that offers a more reliable route to successful projects outcomes.Keywords: target cost, lean construction, cost planning, target value design. IntroductionTarget Costing (TC) appeared in the manufacturing industry in the early 1930s (Feil et al., 2004) and has proved to be a powerful strategic instrument for management and profit planning (Cooper and Kaplan, 1999). Since then it has been used in manufacturing to achieve cost predictability during new product development so that new products and services both meet market determined price and provide financial returns. The main principle of Target Costing is to make cost and value drive the design process instead of calculating the cost after design is complete.Similarity in manufacturing product development and construction project delivery processes opens an opportunity for Target Costing in construction. However in spite of potential benefits there is no evidence of this practice being taken up by the industry of Europe or the USA. In Japan about 15% of construction companies use Target Costing from manufacturing (Jacomit et al., 2008). Academic literature provides only scarce reports on theoretical and practical issues of the method (Nicolini, 2000;Pennanen et al., 2010;Knott, 1996).Insights into the adaptation of the manufacturing Target Costing method to the project-based environment of construction can be drawn directly from 12 practical cases of Target Value Design (TVD). TVD takes a view of construction as a complex system which includes project definition, design and construction stages. Abstract. The Private Finance Initiative (PFI) procurement model is a complex system which includes long-term commitment; customers' satisfaction and through-life collaborative working. The projects based on this type of procurement has start from the year 1992 in the UK and year 2006 in Malaysia. Along the process, the PFI projects face few problems despite its advantages. These problem has effected the projects performance such as delay and cost overruns. It seems that the problems occurred are repeatable despite many types of research delved into solving the issues. This paper seeks, to find out the most common problems occur in PFI projects and highlights the best solution to tackle the problems. It also looks at whether similar problems occur in Malaysian construction industry. This research has summarised and critically review the literature on the repeated issues and problem in PFI projects which effect the performance of the projects in term of time, quality and money. It was found that similar problems occur and that similar suggestions were proposed. This shows that the proposed solutions have weaknesses somewhat and hence need to enhance further. This research highlighted the potential of incorporating knowledge management concept through its elements to address the problems. Finally, the paper proposes recommendations to improve the performance of PFI projects with the enhancement of knowledge management especially at the initial and planning stage up to bidding stage where the problem reviewed in the literature always occurred
