In the current times of the predominance of COVID-19, almost all the countries are conducting inoculation drives. Given the market’s inability to compute how much to manufacture, how to transport and the frequently changing demand, the cost of safely and timely transporting the vaccines from factory to syringe is currently indeterminate. In this paper, we formulate this situation using a bilevel transportation problem with neutrosophic numbers (BLTP-NN). The problem comes from a vaccine manufacturing company where the vaccine is produced and then transported to different distribution centres from where it is further transported to various health centres for the conduction of their vaccination drive. The authors have tried to perceive this situation from two perspectives by formulating two different problems. The first problem is a bilevel linear fractional transportation problem which aims at minimizing the transportation cost in proportion to per unit maximization of quantity transported. The second problem is a bilevel indefinite quadratic transportation problem which aims at minimizing the transportation cost and depreciation cost. In both problems, cost coefficients are neutrosophic numbers along with availabilities and demands in the constraint set. These formulated bilevel transportation problems in neutrosophic environment are solved using goal programming strategy to arrive at a satisfactory solution. The relevance of this work is to help the decision makers in budgeting their finances related to the transportation by strategic disbursement leading to a smooth administration of vaccination program.

We develop neutrosophic goal programming models for sustainable resource planning in a healthcare organization. The neutrosophic approach can help examine the imprecise aspiration levels of resources. For deneutrosophication, the neutrosophic value is transformed into three intervals based on the truth, falsity, and indeterminacy-membership functions. Then, a crisp value is derived. Moreover, multi-choice goal programming is also used to get a crisp value. The proposed models seek to draw a strategic plan and long-term vision for a healthcare organization. Accordingly, the specific aims of the proposed flexible models are meant to evaluate hospital service performance and to establish an optimal plan to meet the growing patient needs. As a result, sustainability’s economic and social goals will be achieved so that the total cost would be optimized, patients’ waiting time would be reduced, high-quality services would be offered, and appropriate medical drugs would be provided. The simplicity and feasibility of the proposed models are validated using real data collected from the Al-Amal Center for Oncology, Aden, Yemen. The results obtained indicate the robustness of the proposed models, which would be valuable for planners who could guide healthcare staff in providing the necessary resources for optimal annual planning.

A generalization of moving average (MA) control chart for the exponential distribution under classical statistics is presented in this article. The designing of the MA control chart for the exponential distribution under neutrosophic statistics is also presented. A Monte Carlo simulation under neutrosophic is introduced and applied to determine the neutrosophic control limits coefficients and neutrosophic average run length and neutrosophic standard deviation for various shifts. The application of the proposed chart is given using Betaine data. The comparison and real example studies show the efficiency of the proposed chart over the existing charts.
