Natural Gas or Algal Reef: Survey-Based Valuations of Pro-Gas and Pro-Reef Groups Specifically for Policy Advising

Abstract: Much energy-related construction causes environmental concern. Sometimes the environmental issue is so huge that it is difficult to make a policy decision even with the assistance of traditional valuation techniques. The third natural gas receiving station at Datan, Taiwan, is one example of this. The construction would be beneficial to energy security, economic development, and particulate matter (PM) 2.5 reduction. However, it would destroy a precious algal reef, which is a habitat for endangered species, bi… Show more

“…Unfortunately, the reef has only recently begun to receive attention in the public eye due to contention surrounding construction of a natural gas receiving terminal on part of the reef at Datan. The project has since been temporarily suspended pending further ecological and socio‐economic investigations following opposition from the public (Chen et al, 2019). Scientists have also argued that the ecosystem's uniqueness merits prioritizing its conservation (Liou, Yang & Chen, 2017; Kuo et al, 2019; Kuo et al, 2020).…”

“…The southern section of the TAR (~10 km), however, has been relatively undisturbed by industrial pollution. Recently, a liquefied natural gas (LNG) receiving terminal and port were developed in Datan in the southern section of the TAR (Chen et al, 2019). We completed the fieldwork of this study before construction of the LNG port in Datan started in November 2019.…”
