National Evaluation of the Weatherization Assistance Program During the Arra Period: Program Years 2009-2011

“…As in the 1990 evaluation (Brown et al, 1993), occupant-level energy consumption and dwelling characteristic data will be obtained by first sampling agencies and then acquiring occupant-level data from the agencies. In the 1990 evaluation, 400 agencies were sampled, 361 agencies responded, and one third of the records for the weatherized units and one third of the records for the control units were subsampled for each agency that responded (ibid.).…”

Impacts of the Weatherization Assistance Program in fuel-oil heated houses

Brown et al (1993) extensively examined nonenergy impacts of low-income weatherization and concluded that the average net present dollar value of nonenergy impacts for the Program in 1989 was $976 per weatherized house.
