National food security under institutional challenges (Russian experience)

In this paper, the issue of food security for indigent is considered. The authors note the need to move from traditional methods to innovative ones. By innovative methods, the authors understand methods that are aimed at several problems, one of which is the organization of access to food for people in need. Free food from commercial enterprises and foodsharing are considered as innovative forms. The paper performs a stakeholder analysis of the listed forms of providing food to indigent and formulates recommendations for optimizing each of them.

Analysis of the efficiency of the functioning of the cluster mechanism, taking into account the intensification of dairy farming and obtaining competitive dairy products

The article provides an assessment of the effectiveness of the ongoing intensification of the livestock industry in the Voronezh region when receiving raw milk from milk cows. It is noted that one of the main elements of the development of dairy farming is the effective organizational structure of all participants of market relations in a single structure of the dairy cluster. This structure represents a single mechanism under the coordination council of the Department of Agrarian Policy, as its main participants, as well as subsidiary ones. Effective work is the result taking into account the increased competitive ability of the dairy products produced. However, there is a number of factors that do not allow the dairy industry as an agricultural business to reach higher world levels as “external” or market, as well as “internal”, taking into account the development of individual livestock production. It is noted that with a balanced work of all participants in the dairy business and state financial support, effective work is possible, however, in a number of regions of the Russian Federation, the implementation of production food programs is going not fully.

Clusters and cooperatives as a tool of sustainable food security: a comparative analysis

The present model of development of the Russian agriculture, characterized by domination of large agri-food companies, creates threats for sustainable development of small agricultural business (local and family farms). Potential disappearance of these small businesses from the market would undermine the sustainability of the Russian agriculture and the food security of Russian Federation. In order to survive in this unfavorable environment, small business should combine their resources, participate in agri-food value chains and get access to Russian and global food market. The goal of the present paper is to identify potential strategies of development of small agricultural business within different models of cooperation. The paper contains a detailed analysis of key features of clusters and cooperatives. It is demonstrated that clusters as flexible structures have a higher potential of resource accumulation thanks to absence of limitations for potential members. Clusters also ensure trans-border cooperation. All these features are absent in agricultural cooperatives. Due to these facts clusters should be preferred to cooperatives as a tool of strategic development of small agricultural business. However cooperatives can be used as an additional tool. Cooperatives can participate in clusters. These conclusions constitute the contribution of the present paper for practice. In addition to this recommendation for selection of strategies of small business development, the comparative analysis of clusters and cooperatives helped to identify the key distinctive features of clusters as institutional structures. Knowledge of these features may be useful for analysis of cluster development. This result is the theoretical contribution of the present paper.
