In the process of promoting the development of China’s alternative fuel vehicle industry, the government has issued preferential tax policies that are beneficial to its industrial development, and actively guided its industrialization process. The purpose of this paper is to research and analyze the preferential tax policy of the alternative fuel vehicle industry, optimize the allocation of resources, and promote the rapid realization of energy saving, emission reduction and environmental protection. This paper adopts the case analysis method, selects X, a listed company of alternative fuel vehicles in China, as a case, and analyzes the company’s development in the past ten years, including its operation, financial situation, and tax burden. The research hypothesis is that preferential tax policies have a positive effect on the development of Alternative Fuel Vehicle enterprises. Through financial indicators and tax burden, the impact of tax preferential policies on X is analyzed, and the current problems are pointed out. Research has confirmed that preferential tax policies have a certain role in promoting the profitability of enterprises, but enterprises are too dependent on policies, and there are problems such as poor policy effects and weak pertinence.

When I spotted this new book, I just had to read it immediately-it is one of those books that you know will make a splash. "This is not a book I planned to write," the author says in the preface (ix). It is a book he had to write. Researching intellectual histories in international political economy (IPE), Eric Helleiner discovered that a book on the intellectual history of neomercantilism was lacking-so he wrote it. Indeed, to the best of my knowledge, this is the first book-length coverage of the topic. Prominent scholars of IPE have characterized the field as having three leading ideologies: economic liberalism, Marxism and mercantilism; but the last of these has been given less attention than its two competitors. One could be forgiven for being less well read in this tradition when empirical trends were moving increasingly in a more liberal direction. However, in light of changes to the international liberal world order, and with the rise of national leaders who advance more protectionist policies (including in the United States, which recently had a president openly flirting with a reorientation away from liberalism and toward protectionism), students of IPE really need to go back to basics and study some of the origins of ideologies that are resurfacing today.The book starts off by characterizing neomercantilism as an ideology that was around during the birth of liberalism-but one that was critical of free trade. Neomercantilism offered an alternative discourse about successful strategies for growth-or how best to accumulate wealth -and about power. Helleiner provides a pre-1939 definition of neomercantilism as "a belief in the need for strategic trade protections and other forms of government economic activism to promote state wealth and power in the post-Smithian age" (4). By using this definition, Helleiner focuses on trade protectionism but also assumes that the thinkers he discusses are fully aware of the work of Adam Smith-in particular, The Wealth of Nations (1776)-and others in that tradition. In fact, Helleiner notes how Smith contributed to the naming of the school of thought by his coining of the term "the mercantile system" (6).The book seeks to explore neomercantilism, keeping in mind that the body of work that influenced it developed throughout the world. One of the most prominent thinkers discussed is the German writer Friedrich List-in particular, the ideas in his 1841 book Das nationale System der politischen Oekonomie, which was translated into English as The National System of Political Economy. Building on thinkers who came before him and on the work of contemporaries (such as Henry Carey, Alexander Hamilton and Daniel Raymond), List argued that in economies, industrialization needs to be prioritized over agriculture in order to ensure independence. Following the collapse of the Holy Roman Empire in 1806, more than thirty independent states were formed in Germany, each with its own customs system. Following this event, the German economy stagnated and there were sharp differences among its states over the leadership of Germany. During this period, a prominent thinker named Friedrich List appeared in Germany. By forming a historical school in economics, he wanted to unify the states of this country through the formation of a customs union. This union was finally established by List's many efforts in 1834. The list later described the stages of economic growth and development in his historical school and explained the factors that caused the economic development of Germany in his book. Finally, Germany was able to unite in1870 under the leadership of Prussia and through Bismarck and inspired by the ideas of the historical school. After the unification of this country, Bismarck, through the ideas of List and the historical school, made several reforms, including pension and health insurance premiums, along with the strengthening and expansion of industry and trade; the result of which was the increasing economic development of this country. After taking power, Wilhelm II wanted to promote Germany as a great economic and military power in the world. Therefore, according to List's theories, he started to strengthen the military and especially the naval power of Germany so that he could own several colonies on the other side of the seas and by means of new markets that were created from these colonies, it increased its economic power and competed with Britain and America. In this way, according to the recommendations of the List, the German rulers tried to develop the economy and industry of Germany. As a result of their efforts, German industries were able to take second place after the United States in terms of the economy by 1914, behind Britain.
