Myths that Continue to Impede Progress in Ecosystem‐Based Fisheries Management

Abstract: Ecosystem‐based fisheries management has been perceived as something desirable but pragmatically unachievable due to several impediments identified earlier during its implementation phase. Over the years, many of these impediments have been resolved but not well communicated to stakeholders, managers, scientists, and policymakers. As a result, several past impediments to implementing ecosystem‐based fisheries management have taken on a mythical status. Here we identify six common myths, address why they in fac… Show more

“…The lack of proper datasets is no more an excuse to avoid implementing the EAFM since it is feasible with the information, tools and approaches currently available (Patrick and Link, 2015). This study is a first step toward the implementation of the EAFM in the Balearic Islands by means of the development of a harvest strategy and it is intended to be a working example of co-management (fishers, policy-makers, and scientists) in the Mediterranean in the framework of the new EU CFP.…”

“…This reduced trust can lead to misreporting, non-cooperation, and non-compliance in the fishing industry (Daw and Gray, 2005;Kelly and Codling, 2006), which again undermines and further erodes legitimacy of the management system (see Pascoe et al, 2014 and references therein). Fisheries scientists are well aware of the various issues discussed above (see, for example, the initial discussion in Link, 2010) and have risen to many of the inherent challenges (Patrick and Link, 2015). Adoption of harvest control rules is, as we will argue below, a part of this development.…”

“…The proponents of an ecosystem approach to fisheries management are still struggling with finding practical ways of application Jennings et al, 2014;Link and Browman, 2014;Berg et al, 2015;Coll et al, 2015;Long et al, 2015;Patrick and Link, 2015). Most initiatives so far are based on the notion that less diverse communities are less productive (Gamfeldt and Hillebrand, 2008;Tilman et al, 2014;Strong et al, 2015).…”
