Myndighetenes forventninger til pårørende som samprodusenter i omsorgstjenester

Abstract

New modes of collaboration with family carers is a political aim in care services in Norway, especially because of an upcoming demographic change with more elderly people compared to the workforce. To find what kind of co-production the government is aiming for, the white paper Meld. St. no. 29 (2012-2013 is analyzed. The analytical tool is based on Bacchi's critical discourse analysis called «What's the problem represented to be». The results show the presence of a responsibility discourse and a motivation discourse in the white paper, and a lack of discourse based on power sharing and partnership. Family carers are thus weighted as care work contributors and not as experts and partners in co-producing care services. The analysis shows expectations of a co-production that harmonizes the relationship between services and family carers, and that does not necessarily contribute to increased value cocreation for family carers and users. It is considered possible that these expectations may lead to increasing privatization, with care work transferred back to the families; which may in turn prevent gender equality and increase disparities in living standards.
