Politicising proximity: Radical municipalism as a strategy in crisis

As new municipalism comes of age, prefixes proliferate: from democratic and autonomist to post-growth and care municipalisms. How do all these variegations relate to each other and to the wider movement of which they claim a part? What does all this conceptual creativity amount to, epistemologically and politically? How can we distill the most salient lessons for the further development of theory and practice in the years ahead? This article is our attempt to answer such questions and to define more precisely the contours of this emerging field of praxis. First, we delineate within new municipalism the target of our analytical gaze – radical municipalism. Radical municipalism is not simply progressive policies happening in cities, and should not be conflated with pragmatic, entrepreneurial or state-centric perspectives. Rather, we argue it is a speculative hypothesis about how systemic transformation might be wrought through coordinated action at the urban or municipal scale, understood as a strategic entry-point for counter-hegemonic struggle. Key here is proximity and the politicisation and socialisation of proximate relations of encounter and assembly. Second, we delve deeper into what we identify as four salient dimensions marking this terrain – economic reorganisation, democratisation of political decision-making, feminisation of politics, ecological transformation – as a multi-dimensional lens through which to introduce, and situate within the wider literature, the 15 articles that comprise this double special issue. Throughout these contributions to the theory and practice of municipalist strategy, the issue of crisis looms large: both historically, as an animating spur to action and opportunity for political intervention, and operationally, as a structuring condition and limiting factor of a strategy arguably in crisis itself. Finally, we reflect on the epistemological, methodological and political implications of pursuing radical municipalist strategies in the current conjuncture.

North-South variation in the supply of meat has always been present. Sharing of meat was the rule but in the multi-centric Neolithic revolution when domestication of animals and plants co-evolved class differences became pronounced-aristocrats and inferior proletariats and “lesser breeds and lower orders” started to form. The distribution of natural domesticates was uneven with the near-east and a temperate band across Europe well off compared with Africa and the Americas. The Columbian exchange changed this as meat became abundant in the New World who then exported to Europe. Wars, expropriations and genocides were over the meat supply and acquiring pastureland or water. Colonial plantation profits paid for meat imports from “settler colonies” indigenous or poor peoples on low meat pro-pellagrous diets were considered inferior whatever their colour and had poorer health and life expectancy. Attempts to correct hunger in the resultant ramshackle “Third world” concentrated on calories fuelling population booms and busts and delaying demographic, epidemiological and economic transitions. High meat variances are narrowing in China and Asia but need help elsewhere in the South. Dangers of not developing with a safe and sufficient meat supply include the emergence of zoonoses and mass migration. Reparations, rehabilitation and rejuvenation should concentrate on reconstituting a meat commons giving us a shot at redemption and survival.

Today, many cities in post‐industrial societies are strongholds of left and progressive political forces. Almost 100 years ago, left parties had instituted municipal socialism in several European cities. In this article, we compare these two periods of left urban rule by focusing on the long‐term changes over the last 120 years in the socio‐demographic profile of urban left elites in four major Swiss cities. Our analysis of left elected representatives at six key dates highlights the main differences between the municipal socialists of the interwar period and the new urban left that rules contemporary cities. The former are members of the working class, blue‐collar workers without university education, while the latter are members of the upper‐middle class, highly educated sociocultural professionals. The results of our analysis contribute to a better understanding of the sociological composition of urban left‐progressive political forces, an aspect that is somewhat neglected in recent research on the urban left. We discuss the potential political implications and further research avenues for contemporary debates in urban studies, in terms of urban policy priorities and political mobilization.
