Municipal bonds are an option available to many cities to raise long-term financing to finance the infrastructure projects. This study aims to develop and find local measures of creditworthiness that are suitable and applicable for local government units in Palestine. Different variables are recognized to see the effect on the issuance of municipal bonds, macroeconomic variables measured by revenues and expenditures per capita, cost of capital, and unemployment rate. Municipal status variables have subgroup variables of municipality size, financial reporting quality, outstanding debt, and financial distress. Various financial ratios, comparative and cross-sectional analysis, horizontal and vertical analysis were used. These ratios and analysis have been used to determine the municipal status variable. The results of the study were limited to the largest 11 sample municipalities; each is the central local government unit at the governorates and was not generalized for all municipalities in Palestine. The study found that macroeconomic and municipality status affects the issuance of municipal revenue bonds. Based on the study results, municipal bonds are highly recommended. Also, instructions from the Ministry of Local Government need to be established and to enforce municipalities about the declaration date of publishing audited financial statements.

В Бюджетном послании Президента России В.В. Путина на 2017 год сказано о необходимости развития небанковского финансового сектора для привлечения средств инвесторов, граждан в экономику страны. Неразвитая финансовая система в стране приводит к труднодоступности и дороговизне денежных ресурсов для нуждающихся в них субъектов, при этом ситуация усугубляется негативом в банковской системе страны.Статья посвящена оценке экономической политики государства с учетом критериев улучшения благосостояния домохозяйств, развития инфраструктуры финансовой системы, создания условий для финансирования предпринимательской деятельности. Авторами проводится оценка ключевых действий и мер, принятых федеральными органами исполнительной власти за последние годы. Особое внимание уделено действиям Банка России, в том числе инфляционному таргетированию, параллельно оценены отдельные аспекты политики Министерства финансов РФ.В качестве действий по улучшению экономического развития отечественной экономики предлагаются меры по развитию региональных фондовых бирж в стране, вовлечению домохозяйств на финансовый рынок страны. В проводимом исследовании авторами разработаны следующие элементы, представляющие научную новизну: предложен способ прогнозирования инфляции с учетом ожидаемых действий государства, фирм и потребителей, что можно применить при корректировке политики Банка России и Министерства финансов РФ; сформированы показатели для оценки качества экономической политики государства, при этом основным оценочным критерием в них является воздействие применяемых экономических мер со стороны органов государственной и муниципальной власти на домохозяйства и фирмы. ВВЕДЕНИЕРазвитие российской экономики характеризуется следующими негативными аспектами: зависимостью федерального бюджета страны от экспорта нефтегазовых продуктов; снижением благосостояния российских граждан; неразвитостью финансового рынка страны; спекулятивным характером развития рынка ценных бумаг и валютного рынка и др. Предполагаем, что причиной таких явлений может быть неэффективная политика Правительства РФ, в частности Министерства финансов РФ, и Центрального банка РФ.
