Multilateral Governance for Climate Change Adaptation in S. Korea: The Mechanisms of Formulating Adaptation Policies

Abstract: This paper explores the current trajectory of multilateral governance for climate change adaptation in S. Korea, which is characterised by vertical and horizontal adaptation governance. This article highlights that the characteristics of adaptation governance can be realised more effectively through grassroot activities at both metropolitan and local government levels. In particular, a thorough examination on the implemented adaptation measures ('national climate change adaptation scheme', 'national climate ch… Show more

“…Other developing countries sharing similar environmental issues might benefit from the findings since the identified weaknesses can guide planners in other areas to issues that require special attention. Despite political, economic, social and cultural differences between Romania and other countries, the findings of this research may motive planners to improve public participation in plan-making which has been a prominent issue in many developing countries worldwide (Fonseca et al, 2017;Khosravi et al, 2019;Lovrić et al, 2018), as well as coordination across different hierarchical and horizontal levels, a common flaw for both developing (Yoseph-Paulus and Hindmarsh, 2018) and developed countries (Huh et al, 2017).…”

“…However, adaptation at these levels is often the most practical and most complex. Differences in climate conditions, geographic locations, management systems, real estate, public facilities, resource availability, the implantation of local traditional cognition in the decision-making process, etc., all impact adaptation [ 119 , 120 ]. Nevertheless, many scholars in the fields of resource management, community development, regional planning, food safety, livelihood safety, and sustainable development are involved in studying the adaptive time and process.…”
