Cruise tourism on the Yangtze River Basin has developed rapidly in recent years. However, it is still facing such challenges as homogenization of itinerary and shore attraction arrangement, as well as aging cruise ships and simplification of service facilities, while it is also difficult to satisfy hierarchical and personalized tourist needs. To change such circumstances, new-build river cruise ships are inevitable. Complexity of market supply and demand environment, together with variability of tourist preferences, have increased market uncertainties of new-build cruise products. This study aims to assess market risks of new-build river cruise ships first by identifying risk factors, from the perspective of supply and demand under the actual conditions of the Yangtze River cruise market, then by evaluating potential impacts, caused by risk factors based on multi-criteria decision-making considerations. Fuzzy AHP-PROMETHEE was employed to prioritize the risk factors. The results reveal that among the most significant market risk factors are the following, in sequence: backwardness of support facilities; sudden security crisis; homogenization of cruise products; simplification of tourism route design; and inadequate management of the tourism market. Such findings will provide beneficial insights for strategic and sustainable development of river cruises on the Yangtze River.

Electricity trading occurs under different mechanisms in each country, with auctions being one of these mechanisms. Auctions are widely used to determine their remuneration in the scope of clean energy technologies, such as photovoltaics. Added to the auction process’s bureaucracies and uncertainties, the competing photovoltaic project must keep its technical and economic performance maximized. Given this context, this study aimed to contribute to the competitiveness of photovoltaic plant projects in energy auctions through a performance diagnosis model to identify, measure, and analyze factors in the designing process. For this, a systematic literature review was performed to identify the factors that influence the implementation of a photovoltaic plant project; additionally, the fuzzy Delphi method was applied to examine the factors’ importance. An analytic hierarchy process weighted the factors, and the key performance indicators were developed based on the literature and regulation of the electric energy sector. The model was applied in a centralized photovoltaic energy generation project, which presented a performance index of 41.91%, and the sensitivity analysis and prioritization matrix comprised the post-application study of the model. Our model can help planners improve the competitiveness of photovoltaic projects in auctions by observing underperforming indicators.

Two critical tasks in multi-attribute decision making (MADM) are to describe criterion values and to aggregate the described information to generate a ranking of alternatives. A flexible and superior tool for the first task is complex single-valued neutrosophic (CSVN) setting and, a powerful device for the subsequent assignment is aggregation operator. Up until this point, almost thirty diverse aggregation operators of CSVN have been introduced. Every operator has its unmistakable qualities and can function admirably for explicit reason. Notwithstanding, there isn't yet an operator which can give helpful consensus and adaptability in conglomerating rule esteems, managing the heterogeneous interrelationships among models, and decreasing the impact of outrageous basis esteems. In genuine decision-making interaction, there are cases that the interrelationships of contentions don't exist in every one of the contentions, however in piece of the contentions. Subsequently, there is a need to parcel the contentions into various parts. For this, the technique of prioritized Muirhead mean (PMM) aggregation operator is massive dominant and more flexible is to investigate the interrelationships between any numbers of objects. The goal of this study is to initiate the CSVN setting and to determine their important algebraic laws. Moreover, to provide such an aggregation operator, the principle of CSVN PMM (CSVNPMM) operator and CSVN prioritized dual Muirhead mean (CSVNPDMM) operator is elaborated and discussed their particular cases. Further, based on these operators, we presented a new method to deal with the multi-attribute decision making problems under the fuzzy environment. Finally, we used some practical examples to illustrate the validity and superiority of the proposed method by comparing with other existing methods.
