With the intensification of global warming trends, the frequent occurrence of natural disasters has brought severe challenges to the sustainable development of society. Emergency decision‐making (EDM) in natural disasters is playing an increasingly important role in improving disaster response capacity. In the case of EDM evaluation, the essential problem arises serious incompleteness, impreciseness, subjectivity, and incertitude. The q‐rung orthopair fuzzy set (q‐ROFS), disposing the indeterminacy portrayed by membership and nonmembership with the sum of qth power of them, is a more viable and effective means to seize indeterminacy. The aim of paper is to present a new score function of q‐rung orthopair fuzzy number (q‐ROFN) for solving the failure problems when comparing two q‐ROFNs. Firstly, we introduce some basic set operations for q‐ROFS. The properties of these operations are also discussed in detail. Later, we propose a q‐rung orthopair fuzzy decision‐making method based on weighted distance‐based approximation (WDBA), in which the weights of decision‐makers are obtained from a nonliner optimization model according to the deviation‐based method. Finally, some examples are investigated to illustrate the feasibility and validity of the proposed approach. The salient features of the proposed method, compared to the existing q‐rung orthopair fuzzy decision‐making methods, are as follows: (a) it can obtain the optimal alternative without counterintuitive phenomena and (b) it has a great power in distinguishing the optimal alternative.

Comparison between SAW and WASPAS Methods in Determining the Location of the Transit Warehouse of PT. TG

This study aims to determine the location of the transit warehouse of PT. TG. For reasons of corporate strategy, so that PT. TG conducted a search for warehouse transit locations by considering five factors. The five factors are population density, distance from the head office, ease of access to the location, land price factors, and social environmental factors. The search for the location of the transit warehouse was carried out precisely to support the progress of the company. The five criteria are grouped into two types, namely benefits and costs. Management of PT. TG provides six alternative warehouse transit locations. Selection of location for the transit warehouse of PT. TG is important because the warehouse is an important facility in a company. The warehouse has an important role in ensuring the supply chain for inventory goods. The method used is the Simple Additive Weight method and the Weight Aggregated Sum Product Assessment method. The results of the weight calculation against the criteria produce an option that can help the management of PT. TG in making the decision for the location of the transit warehouse. One of the six alternatives will be selected based on the value of the largest V or Q calculation. The results of the processing of the SAW method and the WASPAS method show that Sunggal Subdistrict is the best location, with results V = 0.773 and Q = 0.746.

Technology valuation of NTBFs in the field of cleaner production with regard to the investors’ flexibilities and uncertainties in public policy

Technology valuation, especially in the early stages of new technology-based firms (NTBFs) growth is one of the most critical challenges, which most often hinders the investor and entrepreneur's deals during the venture capital (VC) financing process. It is clear that uncertainties arising from the likelihood of implementing public policies could significantly affect the volatility of NTBFs cash flows in the field of cleaner production. Commonly, these kinds of technologies require public supportive policies for achieving success. Consequently, their technology valuation is more challenging and traditional valuation methods are not suitable anymore because of the definitive assumption of cash flow and ignoring the investors' flexibilities and uncertainties. Therefore, this paper proposes a method by introducing a framework based on the decision tree and the real options analysis which is tailored to meet the technology valuation of such firms during all stages of their growth. Furthermore, unlike previous papers that have utilized the compound options, option to choose has been used to apply investors' flexibilities. Then, the proposed framework is supported by a case study, which has been conducted to verify and validate it. Finally, the conclusion section discusses the contributions and limitations of the study and provides directions for future research.
