This study discussed the application of the Pentahelix model in the development strategies of Toba Samosir tourism. The current research was conducted using a qualitative method with a phenomenological approach. It aimed at exploring how stakeholder synergy in each formulation, as well as the development of tourism. Research data were collected through observation, interviews, literature review, and surveys. The results showed that the lack of synergy between stakeholders caused the low number of tourist visits. The government tends to assume that the stakeholders are the sole owner of the power so that the development of tourism has not been able to produce welfare, even, it tends to cause prolonged conflict within the community itself. Therefore, the current study proposes a vital step of pentahelix model, in which the government of local regency should have better synergy with stakeholders. interest include a wide range of topics related to Historical and Cultural Studies. He has supervised many theses and doctorate dissertations. He has participated in several national and international conferences and has written a lot of articles Dr. I Ketut Setiawan, M. Hum. Decision making is a condition that must occur at various top management levels and sometimes interventions or conflict of interest occur in making decisions. Preference Ranking for Organization Method for Enrichment Evaluation (PROMETHEE) is a method that can be used to help decision makers in this case the best student selection decision at a university. Tests carried out using the PROMETHEE method can produce a complete ranking by eliminating the low value of each process in the PROMETHEE method and by develop application using programming language it's much faster to get decision.

The strategy being developed by the government is the Process Hierarchy Analysis (AHP) which includes government policies, service quality, development of capital access, and construction of school facilities, construction of facilities and infrastructure, access to fisheries resources, skills development, and technological mastery. With the development strategy of coastal development is expected to be a solution where the solution needs to be done through a comprehensive strategy by placing socio-economic systems and cultural values that have been embedded in the community as a driving factor for change. CFA Test: From the KMO and Bartlett's Test table, the Kaiser Mayer Olkin (KMO) value is 0.547 where the value is greater than 0.5. This value indicates that the data is valid for further analysis by factor analysis. Bartlett test value is 53.965 with a significant value of 0.002 far below 5%, so the correlation matrix formed is an identity matrix, or in other words, the model of the factor used is excellent. The method in this study is to use CFA (Confirmatory Analysis Factors) to choose which variables affect the dependent variable and multiple regression analysis methods that aim to analyze the effect of independent variables on the dependent variable separately or together.
