Pest and disease control outsourcing has become an effective means to restore damaged arable land and guarantee agroecological benefits. However, it is adopted at a relatively low rate in China. The purpose of this study is to explore, from the perspective of government intervention, behavioral logic, and the game relationship among farmers, service organizations and the government in the pest and disease control outsourcing system as well as the endogenous motivation of each subject. The results indicate that when the degree of policy implementation is low, the government’s policy is ineffective, but, after reaching a certain level, the higher the degree of policy implementation is, the stronger the farmers’ willingness to choose outsourcing control and the service organizations’ willingness to provide positive control services are, and the faster the stable state of tripartite joint pest and disease control is formed. In the case of implementing a single policy tool, the convergence rate of each party that implements the regulatory policy alone is fast but may be unstable, while the rate is slow but more stable when a guidance- or incentive-based policy is solely applied. The effect of a combination of policy tools being applied is much better than that of a single policy tool being applied. The simultaneous implementation of the three types of policy tools can form a policy system with both positive and negative mechanisms, which can maximize the complementary and superposition effects.

Agricultural machinery services are an important guaranteed way to promote Conservation Agriculture. It is of great significance to study how to encourage farmers to choose agricultural machinery services to promote the standard implementation of Conservation Agriculture technology. In order to promote the implementation of Conservation Agriculture and improve the supply of agricultural machinery services, this paper identifies the stakeholders of normative Conservation Agriculture technology adoption behavior and the relationship between agricultural machinery service organizations, farmers and agriculture-related governments. An evolutionary game model was established to evaluate the decision-making characteristics of tripartite behavior and simulate the evolution trend of stakeholder behavior. The results show that agriculture-related governments, agricultural machinery service organizations and farmers can achieve evolutionarily stable strategies. The punishments and subsidies of agriculture-related governments and the supervision cost of all links of agricultural machinery social service organizations can significantly affect the behavior strategies of the three parties. The government set up reasonable subsidy and punishment mechanisms, and the agricultural machinery service organization controls the supervision cost of all links to ensure the stability of the three-party behavior strategy. This study provides theoretical guidance for scientific decision making and active cooperative development of the government, farmers and agricultural machinery service organizations and lays a foundation for countermeasures and suggestions to further promote farmers’ implementation of Conservation Agriculture technology.

Single UAVs have limited capabilities for complex missions, so suitable solutions are needed to improve the mission success rate, as well as the UAVs’ survivability. A cooperative multi-UAV formation offers great advantages in this regard; however, for large and complex systems, the traditional control methods will be invalid when faced with unstable and changing environments. To deal with the poor self-adaptability and high requirements for the environmental state information of traditional control methods for a multi-UAV cluster, this paper proposes a consistent round-up strategy based on PPO path optimization to track targets. In this strategy, the leader is trained using PPO for obstacle avoidance and target tracking, while the followers are expected to establish a communication network with the leader to obtain environmental information. In this way, the tracking control law can be designed, based on the consistency protocol and the Apollonian circle, to realize the round-up of the target and obstacle avoidance. The experimental results show that the proposed strategy can achieve the round-up of the target UAV and guide the pursuing multi-UAV group to avoid obstacles in the absence of the initial detection of the target. In multiple simulated scenarios, the success rates of the pursuit multi-UAV cluster for rounding up the target are maintained above 80%.
