Moving Away, Moving Onward: Displacement Pressures and Divergent Neighborhood Politics in Buenos Aires

Abstract: This paper focuses on two Buenos Aires neighborhoods that face displacement pressures. Building on research about urban mobilization in a range of cities, this paper highlights how collaboration can vary in its confi guration and orientation at the neighborhood level, despite similar circumstances. Data include ethnographic excerpts from the experiences of residents who fi ght to remain in their homes but ultimately leave, which trace out distinct neighborhood trajectories-moving onward and moving away. “…Además, también el mercado inmobiliario se transformó. San Telmo se ha convertido en un lugar idóneo para alquileres 32 Carman, 2011;Centner, 2012. Una parte del proceso polí-tico aplica métodos tradicionales en la planificación para garantizar la rentabilidad de la inversión, como permitir el cambio de uso del mercado y dotar con legalidad los permisos para aumentar las alturas permitidas en las áreas colindantes (caso del Abasto).…”

“…As organizations have overlapping memberships and harness radical subjectivities, constituents develop the tacit knowledge needed to undertake long-term, strategic, and risky collective actions. Centner's (2012) comparative ethnography shows how, even within the same urban context, interneighborhood variations in the nature and texture of social relations produce dramatically different political outcomes. One neighborhood he studied felt like a "sea of cousins" to one of his respondents as a result of the density of comodores (soup kitchens and dining halls) agrupacion (neighborhood-based associations) within that area.…”

“…Yet, several observers have been witnessing a global shift from less traditionally contentious movements towards silent, progressive reactions against marginalisation (Bayat, 1997;Boltanski and Chiappello, 2005;Della Porta and Diani;2020, Simone, 2004Tilly and Tarrow, 2015). In housing studies as well, a growing literature is demonstrating how silent activities are surging and often powerfully altering housing marginalization-activities that range from: the exchange of useful information among neighbors; covert operations that sabotage public infrastructure works; civil society pressure on members of the local political class; and even social imaginary exchanges and resistance thinking and dreaming among pairs (Accornero, 2021;Centner, 2012;François, 2014;Ghazali, 2021;Soaita, 2022;Vieira da Cunha, 2018).…”
