Resumo O processo de verticalização das cidades produz impactos que beneficiam ou prejudicam a qualidade do espaço urbano, sendo assim, analisar os seus desdobramentos constitui uma ferramenta no planejamento das cidades. O objetivo do estudo foi analisar o processo de verticalização no eixo estruturador da cidade de Passo Fundo, no norte do Rio Grande do Sul. O estudo compreendeu a análise de um trecho de 7,62km, sendo os levantamentos in loco realizados em duas etapas, a primeira em 2013 e a segunda em 2018. Os dados coletados são referentes ao gabarito de altura e à presença ou ausência de recuos prediais nas edificações. Os levantamentos apontaram o crescimento no número de edificações, em especial as edificações com mais de 13 pavimentos, cerca de 78%; também foi apontado o crescimento de 17% das edificações com recuos frontais e/ou laterais, em relação ao primeiro levantamento. A Avenida Brasil segue sua tendência histórica de verticalização, induzida pelos instrumentos de planejamento e pelo setor imobiliário, ao substituir tipologias de gabarito baixo e sem recuos por gabaritos altos com presença de recuos, mantendo a característica comercial e retomando a característica residencial através de edificações de uso misto, contribuindo assim com a criação de uma cidade compacta.

“…It is well known that the urban form and its variation strongly influence the thermal patterns of the city [ 16 , 17 , 18 , 19 ]: for this reason, the technical staff of the Planning Office of the Municipality of Bologna started from the “Territory Classification” map which characterizes and identifies urban and building textures and morphology similar to each other within the municipal area [ 20 ]. The city’s climate analysis is computed, taking into account the morphological indices together with vegetation cover and land surface temperature giving support to classify the entire urban environment in climatic classes.…”

A microclimate classification of the entire Bologna Municipality has been carried out in order to give a tool to the local administration in the drafting of the General Urbanistic Plan (PUG). The city was classified considering the variation of air temperature as a function of the surface characteristics, the vegetation fraction, the building density and the H/W ratio (height to width). Starting from the microclimate analysis carried out with fluid-dynamic modeling (Envi-met) for some areas of the city of urban interest, the air temperature variation was correlated to the physiological equivalent temperature (PET) in order to make a classification of physiological well-being for the resident population. An urban map of a normalized microclimate well-being index (BMN) has been obtained to give support when private, and public actors want to regenerate part of the city, taking into account the climate-centered approach for the development of a sustainability city.

Several mitigation and adaptation strategies are proposed to tackle the environmental issues associated to massive urbanization and climate change. All these solutions are highly related to the utilization of urban surfaces (i.e. building envelopes, streets, public spaces, etc.). However, the existing trends demonstrate the lack of a systemic approach able to integrate multiple possible functions and avoid sub-optimal solutions. In this context, urban planning can play an essential role in managing conflicts among different surface uses and ensuring their integration. This involves making spatially explicit decisions about the types of surface use allowable, and their extent and location. The decision-making process needs to be supported by accurate and detailed knowledge about the spatial distribution of a variety of parameters that influence the surface uses in cities. This study presents a systematic framework to support planning decisions based on accurate, diverse and spatially explicit information, and discusses its application in a residential district located in Bolzano (Italy). The proposed method implies the assembly of a multivariate spatial database of significant morphological and environmental parameters acquired through environmental simulation techniques and on-site data collection. The three-dimensional visualization of this database represents a solid base to relate urban planning decisions on surface uses to their effects in terms of microclimatic conditions, thermal comfort, and on-site renewable energy production.
