Moral Suasion and Economic Incentives: Field Experimental Evidence from Energy Demand

Abstract: Firms and governments often use moral suasion and economic incentives to influence intrinsic and extrinsic motivations for economic activities. To investigate persistence of such interventions, we randomly assign households to moral suasion and dynamic pricing that stimulate energy conservation during peak-demand hours. We find significant habituation and dishabituation for moral suasion-the treatment effect diminishes after repeated interventions but can be restored to the original level by a sufficient time … Show more

“…There is various incentive scheme might be applied such as subsidies and soft loans, agricultural means, livestock or tree seedlings and various training facilities for capacity building. However, many studies confirm that economic incentives produced larger and persistent effects, which induced habit formation after the final interventions (Ito et al 2018). One example of incentive provided by Wetland International for participatory restoration and conservation of mangrove in Pesantren Village, Pemalang District, Central Java Province was bio-right scheme (Suharti 2017).…”

“…and it has been shown that the content and timing of given information by behavioral energy conservation programs can impact the short-and long-run behaviors [1]. In particular, [21] found that the effect of moral suasion on energy-saving quickly diminished after repeated interventions. In a recent paper on eco-driving, [22] demonstrated some significant effects of non-monetary reward on the individual reduction of fuel consumption, but only temporarily since it attenuates over time without backsliding.…”

“…Incentive mechanisms have been mainly studied in the context of energy conservation, in part because of the longer experience with policy experiments in that sector, whereas their application in the water sector has received increasing attention only more recently. They all converge to show that consumers do respond to extrinsic monetary incentives, with the effect varying greatly according to the size of the measure and the contextual conditions, which should warn policy makers against generalizing the results (Ito et al, 2018).…”
