“…Behnke and Zarn (1976:21) noted that endangered status prevented the taking or harassment of a listed species and that "Public agencies are not enthusiastic to initiate restoration projects for an endangered trout which would result in closing public angling waters." They went on to recommend that the subspecies be downlisted to threatened, which would permit continued angling (Behnke & Zarn 1976 Behnke (1979) later argued that the security of this subspecies declined before downlisting. There are no examples of recovery of fish listed under the U.S. Endangered Species Act, but the number of federally threatened greenback cutthroat trout ( Oncorhynchus clarki stomias) populations is approaching the delisting goal. We evaluated recovery of this subspecies in light of developing theory in conservation biology and with regard to recovery of other salmonids in the inland western United States. Four of the five criteria used to define populations that would count toward delisting appeared to underestimate the risk of extinction of those populations. Typically, recovery goals for numbers of greenback cutthroat trout populations were less stringent than those for other inland salmonids petitioned for listing or listed as threatened under the Endangered Species Act and were comparable to those for a federally endangered species. Before delisting is considered, we propose that historical populations be replicated in additional waters to protect genetic diversity and that existing populations be enlarged to reduce their vulnerability to demographic variation, to increase their access to refugia, and to permit reestablishment of mobile life histories. Existing stocks should also be evaluated to determine whether they represent distinct population segments.

We describe the magnitude of fluctuations in trout populations in several widely separated streams in the intermountain region of the western United States, and consider the potential effect of such fluctuations on land‐management planning. Trout populations included native and exotic species, self‐reproducing and hatchery‐maintained populations, and assemblages that ranged from monospecific to diverse. Annual fluctuations in population statistics were generally large, and some fluctuations were related to geographic setting and trout species. For individual species, fluctuations in all statistics were typically less in the Rocky Mountain study areas than in the Great Basin, but, for the total salmonid community, the situation was reversed. Numerical population fluctuations frequently did not parallel fluctuations in biomass. Except in cases of irregular occurrence, populations of brook trout Salvelinus fontinalis, particularly those in Rocky Mountain study areas, were numerically the most stable; those of allopatric cutthroat trout Salmo clarki in the Great Basin were the least stable numerically. However, biomass of allopatric cutthroat trout was one of the most stable population statistics, and biomass fluctuations were greater for Rocky Mountain brook trout than for most other species. Allopatry and sympatry were not obviously related to species‐specific fluctuations, though there was some tendency for total salmonid fluctuations in number to be lower, and changes in biomass to be higher, in diverse assemblages. In all cases where a species occurred sporadically or regularly but as a minor member of the local assemblage, fluctuations were typically large. The total salmonid community tended to fluctuate less than individual populations, except when fry of anadromous Chinook salmon Oncorhynchus tshawytscha were present. It is apparent that inherent trout population fluctuations must be considered within the framework of land‐use planning if fishery goals are also going to be achieved. Habitat‐based models to evaluate the effects of land uses and habitat enhancement efforts frequently fail to incorporate these fluctuations. For this reason, we concluded that such models often have little utility in predicting sizes or biomass of salmonid populations in the intermountain west.

Diet overlap among size classes of Colorado River cutthroat trout (Oncorhynchus clarki pleuriticus) in a high-elevation mountain stream

We examined the taxonomic composition, abundance, and size of food items consumed by young-ofyear, juvenile, and adult Colorado River cutthroat trout (Oncorhynchus clarki pleuriticus) in order to determine the degree of diet overlap occurring in a relatively unproductive, high-elevation, mountain stream. Overall, we identified 49 Families of insects representing nine Orders, and 4 other Classes of organisms in the diets of the trout sampled and saw no evidence of piscivory. Each size class of fish consumed significantly different taxa and significantly different sizes of food items. However, despite these differences, the proportional similarity index (PSI) indicated that there was considerable overlap in taxa and sizes of organisms consumed by the three size classes. The greatest overlap occurred between young-of-year and juveniles, and between juveniles and adults. Both the relatively high proportion of small items in the adult diet and the slow growth rate of adults in these streams indicate that food may be limiting for adults and that intraspecific competition between adults and smaller size classes may be high.
