This paper focuses on central banks' verbal interventions and takes a closer look at their impact on the exchange rate. As the main research methods, we chose statistical and sentiment analysis. The meaning of central banks' verbal interventions is examined by clarifying the importance of transparency for monetary policy. In order to understand the extent of the research, we present a review of the most outstanding examples of central banks' communication policies. The article assesses the transparency of the monetary policy of the National Bank of Ukraine (NBU) and generalizes foreign exchange-related indicators. The problem of expectations referred to the central monetary body, which influences communication policy, is also under consideration. We substantiate the interrelationship between the exchange rate and monetary policy trust indicators. The current research reviews regular and occasional groups of NBU's verbal interventions and outlines that business entities are focused on the exchange rate as the main factor of consumer goods' prices. We analyse the tendencies and effects of NBU's announcements on the exchange rate and as a result, reflect communication strategy priorities for Ukrainian central bank.

Висвітлено роль транспарентності центрального банку як передумови підвищення довіри економічних агентів до його політики. З'ясовано сутність вербальних інтервенцій як інструменту досягнення визначених цілей грошово-кредитної політики регулятора в умовах "нової нормальності" та узагальнено їх класифікацію. Проаналізовано роль і ефективність застосування вербальних інтервенцій та їх вплив на досягнення бажаних орієнтирів на фінансових ринках, зокрема щодо валютного курсу. Досліджено загальні підходи до комунікаційної політики центральних органів монетарної влади розвинених країн: Європейського центрального банку (ЄЦБ), Федеральної резервної системи США (ФРС США), Банку Англії. Доведено, що застосування "нетрадиційного" інструментарію грошово-кредитної політики посилило роль вербальних інтервенцій центробанків. Встановлено, що на початку 2000-х років комунікації ЄЦБ та Банку Англії були малоефективними, а після фінансової кризи 2008 р. збільшилась інтенсивність застосування вербальних інтервенцій щодо фіскальної політики та програм кількісного пом'якшення. З'ясовано, що ФРС США у своїй комунікаційній політиці почергово змінює пріоритети між таргетуванням інфляції та стимулюванням економічної активності. Показано, що вербальні інтервенції центральних банків розвинених країн рідко стосуються зовнішньоекономічної діяльності та коливань валютного курсу. Акцентовано увагу на недостатній транспарентності грошово-кредитної політики Національного банку України (НБУ). Виокремлено тенденції у вітчизняній комунікаційній політиці та виявлено основні канали вербальних інтервенцій НБУ. Проілюстровано стан дотримання НБУ принципів МВФ щодо транспарентності грошово-кредитної та фінансової політик. За результатами дослідження показників довіри до грошово-кредитної політики НБУ, які корелюють з основним з індикаторів у фокусі очікувань учасників ринку-валютним курсом, аргументовано невпевненість економічних агентів щодо перспектив політики банківського регулятора. Запропоновано заходи підтримки довіри, впровадження яких посилить вплив вербальних інтервенцій НБУ і забезпечить передбачуваність поведінки економічних агентів. Обґрунтовано окремі рекомендації щодо вдосконалення комунікаційної політики НБУ.
