The war became the biggest tragedy for Ukraine. This research will be one of the first marketing scientific articles from the first row of war theatre. The usual logic of entrepreneur is to close the store in case of war because of risks and damage. This research shows that it is possible to grow business even during the war using digital marketing tools. The author tells how to turn risks into possibilities and that there still is a chance to receive clients when competitors are closing. Real numbers of marketing efficiency are provided in this article. Unique factor of war changes management and marketing into fully new concept. New segment of customers appears from the number of soldiers. Ukrainian people start ordering from abroad changing the clients service principles

У статті досліджено сутність організаційного механізма державного управління у місцевому самоврядуванні та подано характеристику цього поняття на прикладі Хмельницької міської територіальної громади. Виявлено суб'єктів, об'єктів організаційного механізма державного управління у місцевому самоврядуванні, які впливають на його реалізацію. Визначено особливості організаційних засад реалізації власних та делегованих повноважень, які спрямовані на задоволення потреб мешканців громади. Надано характеристику результативності реалізації організаційного механізму державного управління у Хмельницькій міській територіальній громаді у таких основних галузях як освіта, медицина та соціальна допомога, культура, спорт та молодь. Охарактеризовано результативність Хмельницької міської територіальної громади. У статті розглянуто основні аспекти впровадження цифрових інструментів у Хмельницькій міській територіальній громаді та відзначена їх роль у підвищенні якості комунікацій. Запропоновано ретельніше дослідити побудову організаційного механізму державного управління у Хмельницькій міській територіальній громаді задля вивчення можливості його імплементації у інших територіальних громадах.

Based on the goal set in the beginning of the work and formulated tasks, the research is devoted to the study of theoretical and normative bases of accounting and analysis of innovative costs of the enterprise. The essence of innovation and innovation costs as an object of accounting and analysis is investigated. The actual problems of accounting of expenses on innovations are analyzed. The methodical bases of the enterprise innovative cost analysis are investigated. Investigating the current issues of accounting for innovation costs before accounting for innovation costs has identified a key direction - displaying innovation costs as a separate accounting entity. The study provides recommendations on how to improve accounting and analysis of innovation costs, namely, the authors proposed an accounting approach that provides for the preliminary creation of additional analytical sections on the expense accounts and in the accounts, which keep records of capital investment and proposed to analyze innovation costs as part of a comprehensive analysis of innovation activity of the enterprise. An algorithm for analyzing enterprise innovation has been developed, which includes five stages of analysis, a system of indicators for analysis of innovation, a statement of sources of financing of innovation-investment activity and a statement of the volume of innovation costs, which will provide a well-reasoned and reasonable estimate of costs.
