The article is devoted to the analysis of impact of economic specialization of settlements in the northern mining region on their demographic dynamics. The object of the study is 58 urban and 725 rural settlements of the Komi Republic in 1897-2020. Use of highly detailed data made it possible to identify spatial and sectoral patterns in demographic development of the settlements. The authors have proposed periodization of economic and demographic development of the Komi Republic in the XX-XXI centuries based on production structure and population movement. The study has identified specifics of demographic dynamics in settlements specialized in coal mining, natural gas and oil production, timber, transportation and multifunctional settlements in northern Russia. The authors show that relationship between the volume of production and demographic dynamics varies depending on the settlement specialization. The relationship between the population size and phase of the natural resource extraction cycle is most pronounced in coal mining settlements. As to rural settlements, in addition to economic specialization, the dominant ethnic group was taken into account. The study shows that the smallest outflow of population is registered in agricultural settlements, as well as settlements with Komi being the dominant ethnic group or settlements with mixed ethnic composition. Impact of spatial remoteness of northern settlements on population size in different time periods has been determined. The results obtained make it possible to predict future changes in population distribution in the northern and Arctic regions.

When discussing the problems of development in the Far East related to population decline, most often the focus is on the need to reduce the outflow of the local population and to attract migrants from other regions of the country and from abroad. This article attempts to look at the problem from a different angle. The authors have focused on analyzing the indicators of international migration since for many years it has formally remained the only source of population replenishment in the region. On the basis of studying a considerable amount of data characterizing temporary and long-term forms of international migration, the conclusion is made that the true indicators of long-term international migration in the region are significantly lower than those shown by official statistics based on the registration of the population at the place of stay and place of residence. By introducing rarely used statistics on temporary residence permits and residence permits, migration registration, and documents entitling foreigners to work in Russia, the authors show that temporary forms of migration dominate in the Far Eastern Federal District. Official statistics do not reflect the true flow of migrants focused on moving to Russia permanently. The region has a specific migration situation in which international migrants are predominantly represented by persons temporarily staying in Russia for the purpose of work. This should not be seen as a negative phenomenon. On the contrary, it is advisable to change the paradigm of migration processes in the region – from attracting long-term migrants and keeping the permanent population from migrating to developing civilized forms of temporary migration and corresponding types of employment – rotational, expeditionary, etc.

Migration acts as a growth driver for urban agglomerations, posing a difficult methodological task of its statistical accounting as well as further assessment of migration?s impact on the economy of agglomerations. The paper analyzes the contribution of migration to the change in population during the intercensal interval 2010-2021 in 20 urban agglomerations of Russia identified as promising centers of economic growth by the Russian Federation Government Decree ?On Approval of the Spatial Development Strategy of the Russian Federation for the period until 2025?. The study showed that the most underestimated net migration rate was demonstrated by the agglomerations of Krasnodar, distantly followed by Krasnoyarsk and the capitals (Moscow and Saint Petersburg). The leader in terms of the absolute value of unrecorded migration is the Moscow agglomeration. In Nizhny Novgorod and Perm agglomerations, indirect assessment of net migration showed that migration balance was overestimated as per the registered migration data. The identified differences in the volume of net migration between the two sources indicate the unreliability of the data, thus questioning in some urban agglomerations the alignment of the demographic potential with economic development goals.
