Information and communication technology (ICT) is an important sector that contributes to the development of a country. However, the success of this sector depends on the success of the ICT projects. Hence, ICT projects must be managed efficiently and effectively to ensure that they are successfully implemented. The literature review reveals that most of the ICT projects around the globe are in a challenged state, especially in terms of cost. This quantitative research aims to explore the cost influencing factors of the ICT projects in Malaysia and to build a cost influencing factors framework as a knowledge base for project managers. A 5-point Likert scale survey was conducted using the purposive sampling and the snowball sampling method to solicit responses from a large population of ICT project managers. The responses of 194 ICT project managers in Malaysia were analyzed, and the top 15 cost influencing factors were identified at different phases of a project. This result was used to build a cost influencing factors framework as a knowledge base for ICT project management.

The topic of critical success factors draws high attention of both academia and practitioners working in the software industry. Literature review shows that existing models of critical success factors for software projects are more concentrated on specific categories of success factors, neglecting the interaction that exists within these models between different groups of factors. The purpose of this paper is to present a new concept of interaction-based model for identification and evaluation of critical success factors for software projects. The approach is based on conjoint use of graph theory and Design Structure Matrices to highlight important interactions of a project system. The key result of the paper is the tool for evaluation of the interaction between critical success factors through quantification and the analysis of the possible propagation of specific factor within project success factor network, which will make possible the identification of the critical factors with the highest influence on the entire project system.

Irrespective of the software development methodology, projects still fail at any development stage. Some of the factors that may affect project success or failure include process-related factors, such as an unrealistic budget and schedule, or technical-related factors like the methodology. The study aims to determine the influence of the most critical success factors of each category (people, process, and technical) on the overall outcome of software projects in the South African context. This study surveyed members of software development teams from across South African organisations and gathered information about software development project success and factors that contribute to project outcomes. A structured questionnaire was used to collect the study data. According to the results, software development projects need: (1) a committed and motivated team; (2) the client must be involved all the time; (3) specifications/requirements must be clear; (4) leadership must be good; (5) the project’s goals and objectives must be well-defined. The critical success factors are ranked by their strength in relation to success criteria. The study further found that most of the perceived factors are related to non-technical factors. This research contributes to the current software industry debate about critical success factors categories in the South African context.
