This paper has reviewed the international literature on the explaining factors of efficiency of local governments from 1990 to June 2019. The main objective of this work is to explore the dynamics of the development of this line of research, not only to find out the terminology preferences that have dominated the pre-and post-crisis period in this field but also to identify the latest worldwide research trends. For this purpose, a bibliometric and cluster analysis by fractional accounting has been carried out. The principal result of this article is twofold. First, during the whole period 1990-2019, the ranking of the most used terms is dominated by the keywords of the publications in the second subperiod 2008-2019. Second, the analysis of the latest trends, which has been extended until June 2021, shows that in recent years, the study of the determinants of local government efficiency has revolved around concepts related to environmental issues and new forms of local management.

This paper presents a dynamic efficiency study of the solid waste management in the municipalities of the Apulia region (Southern Italy). The study employs the non-parametric Global Malmquist Index to measure the change in productivity of the municipal solid waste service from 2010 to 2017. Three different DEA-based models are implemented to measure productivity. The first model computes the service productivity solely from the economic perspective, while the second and third models compute the service productivity from both the economic and environmental perspectives. Adopting two distinct perspectives provides a more comprehensive insight into the performance of the waste management service considering the productivity and the eco-productivity of service provision. The results from the productivity analysis show that, between 2010 and 2017, the municipal solid waste sector was still facing a transitional period characterized by low cost-efficiency and productivity growth measurements. Vice versa, the efficiency and productivity indicators improve when the analysis is performed accounting for the environmental impact. Indeed, both the eco-efficiency and eco-productivity measures increase from 2010 to 2017. Findings demonstrate the critical importance to include environmental indicators in the efficiency and productivity analysis.

Urban green spaces are essential for improving the livability of cities. Urban parks as green and public open spaces and signs of nature in cities have special economic and social value. The existence of neighborhood parks and their proper distribution is a key element for improving the quality of life in the cities. Spatial equity and accessibility to parks are factors influencing the performance of parks. This study was conducted to determine the current situation of Urmia city in this regard by using the travel cost approach and network analysis, and also examining the impact of rapid urban growth on spatial inequalities. According to the results, 18% of the residential land in Urmia city is located outside of the park service area, and 68% of residential lands outside the park’s service area are areas that have developed as a result of urban growth in the last two decades. Based on the analysis, in 23 neighborhoods of Urmia city, the entire neighborhood is located in the service area of parks and has pedestrian access to this service. Other neighborhoods—to address the issue of spatial justice related to urban parks—fall into three categories: high, medium, and low priority.
