Modeling Traffic Control Agency Decision Behavior for Multimodal Manual Signal Control Under Event Occurrences

Abstract: Traffic control agencies (TCAs), including police officers, firefighters, or other traffic law enforcement officers, can override automatic traffic signal control and manually control the traffic at an intersection.
