Abstract:Resource sharing, as a coordination mechanism, can mitigate disruptions in supply and changes in demand. It is particularly crucial for platelets because they have a short lifespan and need to be transferred and allocated within a limited time to prevent waste or shortages. Thus, a coordinated model comprised of a mixed vertical-horizontal structure, for the logistics of platelets, is proposed for disaster relief operations in the response phase. The aim of this research is to reduce the wastage and shortage of platelets due to their critical role in wound healing. We present a biobjective location-allocation robust possibilistic programming model for designing a two-layer coordinated organization strategy for multi-type blood-derived platelets under demand uncertainty. Computational results, derived using a heuristic -constraint algorithm, are reported and discussed to show the applicability of the proposed model. The experimental results indicate that surpluses and shortages in platelets remarkably declined following instigation of a coordinated disaster relief operation.

The efficient and effective response to disasters critically depends on humanitarian supply chains (HSCs). HSCs need to be flexible to adapt to uncertainties in needs, infrastructure conditions, and behavior of other organizations. The concept of 'network flexibility' is, however, not clearly defined. The lack of an unanimous definition has led to a lack of consistent understanding and comparisons. This paper makes a threefold contribution: first, it defines the concept of network flexibility for HSC in the context of sudden onset disasters. Second, it proposes a framework to measure network flexibility in HSCs. Third, we apply our framework to the 2015 Nepal earthquake case and provide evidence-based insights regarding how humanitarian organizations can improve network flexibility in HSCs. Our analyses for Nepal case show that delivery, IT support, and fleet criteria have the most influence on flexibility. Also, the application of our framework on the downstream network of nine humanitarian organizations shows low levels of network flexibility in all but one. This finding explains why several disruptions happened in relief distributions during the Nepal response.

There have been many unexpected natural disasters such as earthquake, flood, etc. in developing countries, which have created catastrophic incidents and we need to do appropriate planning for relief to reduce the possible casualties. Such actions normally face different challenges such as damages on transportation infrastructures including roads, bridges, etc. One of the primary actions for such crises management is associated with facility location for relief distribution centers. This paper presents a multi-objective mathematical problem and applies it for a real-world case study in northern region of Iran. The study uses Lp metric to handle different objectives and fuzzy programming is used to cope with uncertainty.
