In this chapter, we discuss facility location problems arising in the context of healthcare. We concentrate on three main areas: the most classical one is healthcare facility location which is closely related to public facility location. Secondly, we look at ambulance planning which includes ambulance location and relocation problems. In the last part, we give an overview of hospital layout problems. For all three parts, we state some important models and give an overview of relevant literature as well as current research directions. A comprehensive reference list is included at the end of the chapter. This leads to the first topic that we deal with in this chapter: Sect. 21.2 is devoted to healthcare facility location; we review the literature and present some classical models in that area. Optimisation problems in Healthcare have received considerable attention for more than three decades. More recently, however, with decreasing birth rates in nearly all of the developed countries and increasing average longevity globally, optimisation issues in Healthcare have become noticeably important and attract keen interest from the Operations Research community. Over the years, attention has gradually expanded from resource allocation and strategic planning to include operational issues such as resource scheduling and treatment planning. This paper surveys several applications of Operations Research in the domain of Healthcare. In particular, the paper reviews key contributions addressing contemporary optimisation issues in this area. It highlights current research activities, focusing on a variety of optimisation problems as well as solution techniques used for solving the optimisation problems.

This paper discusses the problem of determining locations for public health-care facilities and allocating patients to the public facilities with the objective of minimizing the total construction cost. The public health-care facilities have two types of facilities: public hospitals and health centers. The public hospital provides both hospital services and homecare services, while the health center provides only homecare service. We present an integer programming formulation for the problem, and develop two types of heuristics, based on priority rules and approximate mathematical formulation. Results of a series of computational experiments on a number of problem instances show that the algorithms give good solutions in a reasonable computation time.
