This paper uncovers linkages between oil price uncertainty, total factor productivity (TFP) growth, and critical indicators of knowledge production and spillovers. It contributes to the literature by investigating the effects of oil price volatility on TFP growth, controlling for two different channels for TFP growth; benefits from the quality of the national innovation system and from adopting new technologies. We use an unbalanced panel for 28 European Union countries for the period from 1990 to 2018. We find that oil price uncertainty has a negative and statistically significant effect on TFP growth, even after we control for technological advancements and the effects of globalization. We also find that the scale of research and innovation and international trade are positive contributors to TFP growth.

Russia has not yet paid due attention to the issues of the transition to electric transport. Only in August 2021, the Russian Government approved a Concept for the development of production and use of electric road transport in the Russian Federation for the period up to 2030. The aim of this study is analysis the Concept from the point of view of world experience in stimulating the development of the electric vehicle market. The study showed that the most elaborated directions of the Concept for the development of production and use of electric road transport in the Russian Federation for the period up to 2030 are the direction of creating a national production of batteries and hydrogen fuel cells, as well as the direction of creating national production facilities and localizing foreign production of electric vehicles, including cars with hydrogen fuel cells. The least developed direction of the Concept is the direction of creating a national base for certification and testing of electric vehicles, which indicates the problem of a lack of competencies in the scientific and technical sphere.

The inequality of world development as a global «challenge» creates instability of the world economy, leads to an increase in social tension, and along with the threat of climate change, is a priority problem for humankind. The study aims to reveal the parameters and dynamics of global inequality, show its direction, tendencies, and assess the Western and Chinese models («responses») to this challenge, which is a highly urgent scientific and practical task. The research methods are based on developing the concept of inequality in world development using quantitative and qualitative analysis following the «challenge-response» law. For quantitative analysis, we used modern methods of statistical analysis, in particular, quantile regressions. Based on the received results, we concluded and substantiated that the main challenge of our time is the inequality of world development, which has increased under the influence of the pandemic. We have shown that despite the decrease in the share of high-income countries (notably the G7 countries) in world GDP, the trend towards an increase in the gap in per capita income between high and middle-income countries has continued. We also revealed the indicator of labour share in GDP for high and middle-income countries, confirms the hypothesis of increasing inequality between capital owners and workers in several countries over the past 20 years, particularly the United States. We have shown that the Western model of the world order is not focused on solving inequality. The results obtained can be used to develop concepts and models for reducing global inequality.
