Recent years have seen considerable interest in mobile cloud computing and edge cloud computing. This paper presents a mobile Intercloud system for supporting mobile cloud computing in general and edge cloud computing in particular. In essence, a mobile user with a mobile terminal can set up a virtual mobile terminal with applications and data in a central/home cloud. The virtual mobile terminal can facilitate task and computation offloading and other functions. Moreover, when a mobile terminal joins an edge cloud, the virtual mobile terminal (including required applications and data) can be migrated to enhance system efficiency and the user experience (e.g., shorter access delays). An experimental prototype has been developed for evaluating certain basic object transfer functions. To support the application transfer function, we formulate both finite- and infinite-horizon Markov decision models to determine decision policies (i.e., should an application be transferred to an edge cloud). The transfer decision depends on various factors, including transfer cost, duration associated with the edge cloud, usage probability, and usage cost in the central cloud and edge cloud. Based on the models, we obtain closed-form solutions for the decision policies, which can be expressed in meaningful formulas to provide useful insights for edge cloud computing in general. To evaluate the mobile Intercloud system for edge cloud computing, we conducted extensive evaluations, including experimental evaluation for testing the basic functions and protocols, analytical evaluation for studying the analytical models, and simulation evaluation for analyzing performance in a multiuser and multicloud environment in particular. The experimental, simulation, and analytical results provide useful insights into the design and development of the mobile Intercloud system for edge cloud computing as well as decision policies for application transfer.

The healthcare data is an important asset and rich source of healthcare intellect. Medical databases, if created properly, will be large, complex, heterogeneous and time varying. The main challenge nowadays is to store and process this data efficiently so that it can benefit humans. Heterogeneity in the healthcare sector in the form of medical data is also considered to be one of the biggest challenges for researchers. Sometimes, this data is referred to as large-scale data or big data. Blockchain technology and the Cloud environment have proved their usability separately. Though these two technologies can be combined to enhance the exciting applications in healthcare industry. Blockchain is a highly secure and decentralized networking platform of multiple computers called nodes. It is changing the way medical information is being stored and shared. It makes the work easier, keeps an eye on the security and accuracy of the data and also reduces the cost of maintenance. A Blockchain-based platform is proposed that can be used for storing and managing electronic medical records in a Cloud environment.

Water is an essential resource, it is at the basis of human civilization and human life, and it also is an important geopolitical factor, in particular in the present worldwide condition of increasing scarcity. Therefore, can transboundary waters at the river basin level, which constitute the majority of freshwater basins, be considered a source that strengthen cooperation among states or a cause of international conflicts? This issue has been largely discussed in the academic literature since the 80s, following the Neo-Malthusian reasoning coupled with a realist approach. However, these arguments merely allow for the depoliticisation of the concept of water security, and do not reflect the realities of water politics. In order to understand states’ hydrobehaviour in transboundary water arrangements at the international level, a framework based on concepts such as hydrohegemony should be adopted to allow for the analysis power asymmetries both at the domestic and international level. To further understand the role that hydrohegemony and power asymmetry play in international water-relations, the case study of China’s hydrobehaviour is taken under analysis, specifically in the region of the Mekong River Basin. China is one of the world’s major raising powers, has exhibited high rates of economic growth, and is heavily dependant on natural resources, and in particular water. As water scarcity is affecting its development, China has shown behaviours pertaining to an ‘hydrohegemon’, making it a particularly interesting case to investigate.
