International audienceAs sea-level rises, the frequency of coastal marine flooding events is changing. For accurate assessments, several other factors must be considered as well, such as the variability of sea-level rise and storm surge patterns. Here, a global sensitivity analysis is used to provide quantitative insight into the relative importance of contributing uncertainties over the coming decades. The method is applied on an urban low-lying coastal site located in the north-western Mediterranean, where the yearly probability of damaging flooding could grow drastically after 2050 if sea-level rise follows IPCC projections. Storm surge propagation processes, then sea-level variability, and, later, global sea-level rise scenarios become successively important source of uncertainties over the 21st century. This defines research priorities that depend on the target period of interest. On the long term, scenarios RCP 6.0 and 8.0 challenge local capacities of adaptation for the considered site

Abstract. Recent flooding events, like Katrina (USA, 2005) or Xynthia (France, 2010), illustrate the complexity of coastal systems and the limits of traditional flood risk analysis. Among other questions, these events raised issues such as: "how to choose flooding scenarios for risk management purposes?", "how to make a society more aware and prepared for such events?" and "which level of risk is acceptable to a population?". The present paper aims at developing an inverse approach that could seek to address these three issues. The main idea of the proposed method is the inversion of the usual risk assessment steps: starting from the maximum acceptable hazard level (defined by stakeholders as the one leading to the maximum tolerable consequences) to finally obtain the return period of this threshold. Such an "inverse" approach would allow for the identification of all the offshore forcing conditions (and their occurrence probability) inducing a threat for critical assets of the territory, such information being of great importance for coastal risk management. This paper presents the first stage in developing such a procedure. It focuses on estimation (through inversion of the flooding model) of the offshore conditions leading to the acceptable hazard level, estimation of the return period of the associated combinations, and thus of the maximum acceptable hazard level. A first application for a simplified case study (based on real data), located on the French Mediterranean coast, is presented, assuming a maximum acceptable hazard level. Even if only one part of the full inverse method has been developed, we demonstrate how the inverse method can be useful in (1) estimating the probability of exceeding the maximum inundation height for identified critical assets, (2) providing critical offshore conditions for flooding in early warning systems, and (3) raising awareness of stakeholders and eventually enhance preparedness for future flooding events by allowing them to assess risk to their territory. The next challenge is to develop a framework to properly identify the acceptable hazard level, as an input to the present inverse approach.

The effects of climate change on coastal risk factors are increasing due to both rising sea levels and increasingly intense coastal floodings. However, these changes are only just beginning to be incorporated into planning strategies for coastal economies and land use in France. Recent coastal storms marked the turning point, and public authorities have now started to revise coastal management legislation, stating that the managed retreat of settlements and infrastructure is the preferred strategy to adapt to climate change. To date, this managed retreat has almost exclusively been discussed in relation to the current political, social, and economic obstacles that make it difficult to relocate equipment and houses inland. Here, we add to this discussion by depicting how the careful ecological restoration of dunes and salt marshes on land made available by managed retreat could overcome some of these obstacles. First, we describe three possible strategies to adapt to sea‐level rise as well as the maladaptation of the current strategy. Then, we focus on the limitations and advantages of ecological restoration in terms of managed retreat and vice versa. Finally, we depict how a new kind of land lease, introduced in draft legislation, can help tackle the multitemporal and multispatial issues that currently hinder managed retreat.
