In Europe, gambling policy is conditioned by different administrative levels, including national authorities and the EU, as well as institutions of the European Economic Area (EEA). The legal framework of the EU/EEA requires Member States to pursue evidence‐based policy. The current scoping review focuses on what kind of policy research is available on gambling in the European context to support evidence‐based policy. We searched three scientific databases for research literature on gambling regulation and policy in the European context. The final sample consists of 88 papers. We analysed the corpus with Term Frequency‐Inverse Document Frequency mapping, and, narratively, by applying the policy cycle phases (agenda‐setting, formulation, adoption, implementation, and evaluation). Overall, the results show that gambling policy research is a growing field in Europe, and the policy cycle describes the available literature amply. The largest part of the existing research concerns the evaluation phase, while the formulation and implementation phases are under‐represented. The findings are discussed in terms of the main outcomes, as well as in terms of the gaps in the existing research.

BackgroundUsage of electronic gaming machines (EGMs) and on‐line gambling is strongly associated with gambling‐related harm. Player‐tracking systems can monitor a gambler's activity across multiple sessions and/or operators, providing a clearer picture of the person's risk of harm with respect to these gambling formats and enabling harm reduction efforts. The Finnish and Norwegian state monopolies have player‐tracking systems in place, while the United Kingdom is implementing an operator‐led system called ‘single customer view’ for on‐line gambling, and Australian states are proposing similar ‘player cards’ for land‐based EGMs.ArgumentPlayer tracking can advance harm reduction efforts in three ways. First, player tracking improves our understanding of gambling‐related harm by providing data on how the population gambles, which can potentially be linked with operator, government and/or prevalence data sets. Secondly, player tracking can be used to implement harm reduction measures such as expenditure limits, self‐exclusion and age verification. Thirdly, player tracking can provide a platform to evaluate harm reduction measures via gold‐standard field trials. These potential benefits need to be weighed against various practical and ethical issues.ConclusionsThe potential benefits of player‐tracking systems would be maximized via systems administered independently of the gambling industry and implemented universally across all gambling in a given jurisdiction.

The Gambling Act 2005 included special dispensation which allows bookmakers to advertise during live sporting events before the 9 p.m. watershed (Carran, 2013), an exclusion granted specifically and exclusively to sport sponsorship and advertising. European football supporter attitudes toward ambush marketing

Purpose The purpose of this paper is to explore attitudes towards ambush marketing at the 2016 Union of European Football Associations European Championships, seeking to examine fan affect towards ambush marketing. Design/methodology/approach A 24-item survey questionnaire was constructed, exploring consumers’ general cognition and affection of ambush marketing; following Dickson et al.’s (2015) design, industry-specific attitudes were canvassed, assessing supporters’ views of beer and gambling industry ambush marketers. Findings Results indicate that fans appear to be marginally more forgiving of ambush practices from beer or gambling brands than across ambushing more generally, yet a prevailing antipathy towards ambush marketing from an ethical perspective was observed. Importantly, however, the study’s findings suggest that industry-specific advertising regulations bear little impact on fan perspectives. Practical implications The study’s results bear notable implications for marketing theory and practice: for ambushing brands, this suggests that they are rather less likely to be have a disruptive effect on events and their official sponsors. For official sponsors, a level of threat from ambushers nevertheless remains as it would appear consumers do not have strong views about the practice of ambushing. Originality/value The study’s methods build upon and extend previous studies into consumer attitudes towards ambush marketing, specifically focusing on the perceptions and affect of fans in lieu of more empirically generalisable consumer populations. Given the target audiences of sponsors and ambush marketers, this emphasis on fan attitudes represents an important direction in ambush affect research.
