Studying student migration trends is a significant task in studying human capital development as one of the leading factors in sustainable socio-economic development. The migration potential of students impacts the opportunities and prospects for sustainable development. The study of factors influencing the migration behavior of students acquires special significance in this article. The interpersonal competencies of the population impact its migration potential. Migration processes impact the differentiation of regions in terms of human capital. This article is based on theoretical and practical research on human capital, its formation, development, and migration as a factor in human capital development. The practical part of the study presents an analysis of data obtained from a sociological study of the factors that determine internal and international migration. An anonymous sociological survey of students in Ekaterinburg, Kursk, and Tomsk (Russia) was conducted in several stages. The first stage was implemented in October and December 2020 (N = 958). The second stage was implemented in October and November 2021 (N = 960). This study allows for tracing how the COVID-19 pandemic affects the migration potential of students and their desire for a satisfactory career path.

The article examines the problem of the formation of the Soviet resettlement policy in the context of a decrease in the rural population of donor regions in the second half of the 40s - 80s. XX century on the example of the RSFSR. To achieve this goal, many historical documents were analyzed and summarized, which are contained mainly in the central archives of the Russian Federation. Such changes were caused, on the one hand, by a decrease in natural growth in the regions that were traditionally places of departure for new settlers, on the other hand, by a change in the settlement structure. Despite the demographic processes negative for the implementation of the resettlement policy, the country's leadership did not abandon this method of redistributing residents of some regions of the state in favor of others. It is noted that, while preserving the planned agricultural resettlement as a tool for increasing the demographic potential in certain regions and mitigating the shortage of labor in the enterprises of the agricultural sector, the Center inevitably faced the problem of finding sources for the formation of resettlement flows. From the beginning of the 1980s the solution to this problem in the USSR was ensured by several factors: firstly, the spread of the practice of intraregional resettlement; secondly, the inclusion of urban residents in the number of planned migrants, and not just villagers, as it was before; thirdly, the involvement of the inhabitants of Central Asia and the Transcaucasus in the organized migration. It is important to note that the article provides the information on the geography of the places of exodus for the second half of the 1940s – 1980s. indicating the most significant (by the number of people sent). Reflection of statistical data with a wide temporal and geographical coverage makes it possible to trace changes, on the one hand, in the intensity of migration ties between donor and recipient regions, and on the other, in the state policy of resettlement. The article is addressed to representatives of the scientific community (historians and demographers) and state institutions responsible for the development of modern migration policy.

Introduction. In the modern world, the expansion of cross-cultural and international contacts, which are not necessarily positive and constructive, is a natural consequence of activisation of territorial and labour mobility of the population. The difficulty of adaptation of migrants to new living conditions belongs to the main causes of tension in interethnic relationship between indigenous peoples and migrants. The process of acculturation of migrants is accompanied by their desire to isolate themselves, which is perceived as a threat by the indigenous population of the country. Relevant scientific problem is the adaptation of migrants to unfamiliar socio-cultural environment without threatening the values of their own ethnic group.The aim of this research was to present the results of approbation of ethnocultural training for the prevention of ethnic alienation and the formation of biethnic identity.Methodology and research methods. The present research was based on the concept of “alienation-identity”. In the course of the ascertaining stage of diagnosis of migrants (n = 410), a set of methods of cross-cultural and ethnic psychology was used. The obtained results were processed through mathematical and statistical analysis using the Pearson correlation coefficient. A specially designed training for examinees with high rates on the scale of “alienation” (n=15) was developed and conducted. The results of the control stage of diagnosis were processed through mathematical and statistical procedures using the Wilcoxon signed-rank test.Results and scientific novelty. The main characteristics of ethnic alienation are defined: social disadaptation, depression and disharmony of a personality, nostalgia for native culture, individualism, identification with native ethnos. It is revealed that ethnocultural training contributes to the successful adaptation of migrants: personal development, instruction on the accepted standard of behaviour in a multicultural society and acquisition of intercultural communicative competence allow migrants to adapt to a new environment and to feel more confident and comfortable.Practical significance. The proposed methodological tool can be employed by experts, who implement the state programme on the migrants’ adaptation. Moreover, the methodological toolkit can be useful for representatives of social services, workers of information and adaptation centres and staff of other organisations working on migration issues.
