This paper studies how changes in deportation fear induced by the roll-out of Secure Communities (SC), a far-reaching immigration enforcement program, affected the demand for safety net programs in the United States. We estimate the spillover effect of SC on the take-up of federal means-tested programs by Hispanic citizens, who are not themselves eligible for removal. We find significant declines in SNAP and SSI enrollment, particularly among mixed-citizenship status households. The response is muted for Hispanic households residing in sanctuary cities. Our results are most consistent with network effects that perpetuate fear rather than lack of benefit information or stigma.

HighlightsWe examine the relationship between immigration and preferences for redistribution in Europe using a newly assembled data set of immigrant stocks for 140 regions in 16 Western European countries.Exploiting within-country variations in the share of immigrants at the regional level, we find that native respondents display lower support for redistribution when the share of immigrants in their residence region is higher.This negative association is driven by regions of countries with relatively large Welfare States and by respondents at the center or at the right of the political spectrum.The effects are also stronger when immigrants originate from Middle-Eastern or Eastern European countries, are less skilled than natives, and experience more residential segregation.These results are unlikely to be driven by immigrants' endogenous location choices, that is, by welfare magnet effects or by immigrants' sorting into regions with better economic opportunities. We study the impact of international long-distance flights on the global spatial allocation of economic activity. To identify causal effects, we exploit variation due to regulatory and technological constraints which give rise to a discontinuity in connectedness between cities at a distance of 6,000 miles. We show that improving an airport's position in the network of air links has a positive effect on local economic activity, as captured by satellite-measured night lights. We find that air links increase business links, showing that the movement of people fosters the movement of capital. In particular, this is driven mostly by capital flowing from high-income to middle-income (but not low-income) countries. Taken together, our results suggest that increasing interconnectedness induces links between businesses and generates economic activity at the local level, but also gives rise to increased spatial inequality locally, and potentially globally.
