Labour regime analysis is enjoying a resurgence as a way of (re-)centring workers at the heart of questions concerning the organisation of production and social reproduction in the global economy (Baglioni et al, 2022). Migrant labour, and specifically the regulation of migrant labour, is part and parcel of these dynamics yet is often left to the sidelines of labour process studies. Bringing together six papers presented at the 2023 International Labour Process Conference at Strathclyde University, this themed issue of Work in the Global Economy considers how our understandings of international labour migration and its regulation can be extended through a transnational labour mobility regime approach. The rationale is to bring together labour process approaches and theoretical insights from migration studies. These six contributions examine how transnational labour mobility within and from the majority world intersects with a variety of specific local labour control regimes (Jonas, 1996), collectively foregrounding how the bordering of capital-labour relations (within/ beyond the worksite/ state) informs workers’ individual and collective struggles for life and livelihoods.

While some scholarship has approached the organization using this approach (Piper, 2022;Piper Open Journal of Political Science & Foley, 2021;Jensen & Piper, 2022), these accounts have been largely centered around migrant labour, and do not overview the organization's broader structural and political elements. From internal struggles to ineffective international programming, the ILO has long been plagued with a variety of issues that undermine its efficacy. This has resulted in some scholars dismissing the organization as a relevant player in the world of international work and labour. However, this paper contends that these accusations fail to consider the ILO as a complex and multifaceted organization with its own mandate, agenda, and impact. Using the world organizations approach put forward by Martin Koch, four aspects of the ILO are discussed: world semantics, internal order, external relations, and contributions to world order. This analysis finds that, though the ILO has often failed to drive rapid progress in the world of work and labour, the incremental changes it has made to international working conditions through the use of small-scale programming has overall improved working conditions for many workers around the world.

In 2014, the International Labour Organization (ILO) launched the Fair Recruitment Initiative (FRI) with the aim of tackling labour exploitation widely associated with the recruitment of low-wage migrant workers. To date, scholars have largely neglected the ILO’s role in developing ‘fair recruitment’ as a mechanism of global social policy. In response, this article analyses the ILO’s harnessing of fair recruitment to the global governance of migration. Through engaging in significant knowledge production activities, the ILO has promoted ‘fair recruitment’ as a new norm, generating consensus from these partners, despite its absence from international legal standards. In utilising multiple and varied tools, the article argues that the FRI is an example of the ‘coordinated governance’ which the ILO has had to pragmatically resort to in externally and internally challenging environments, and regardless of whether states have ratified its main convention on recruitment, C181. However, as of 2022, the concept of fair recruitment remains a muted challenge to the hegemonic precarity and inequalities associated with international labour migration in the 21st century.
